Hatta bu ama\u00e7la baz\u0131 \u015feyler de haz\u0131rlam\u0131\u015ft\u0131m. Ne var ki onlar\u0131 yay\u0131nlay\u0131p a\u00e7\u0131klamay\u0131, durumun bir \u00f6l\u00e7\u00fcde geli\u015fece\u011fi zamana ertelemek gerekiyordu. Bundan \u00f6t\u00fcr\u00fc, sorun \u00fczerine yap\u0131lmakta \u0131srar edilen k\u0131\u015fk\u0131rtmalara da \u00f6nem verilmemesini istiyordum. \u00c7\u00fcnk\u00fc, herkesin pek a\u011f\u0131r bir sinirsel y\u00fckle y\u00fckl\u00fc bulundu\u011fu \u015fu nazik d\u00f6nemde, bu gibi yay\u0131nlar\u0131n, al\u0131\u015f\u0131la geldi\u011fi gibi, bilimsel y\u00f6n\u00fcn\u00fc kaybederek ki\u015fisel k\u00fcf\u00fcrle\u015fmelere s\u00fcr\u00fcklenece\u011fi kan\u0131s\u0131nday\u0131m. Bu takdirde, tart\u0131\u015fan iki taraf\u0131n, ayn\u0131 i\u015flerle ilgili ve fakat karde\u015f ayr\u0131mlar\u0131ndan kendisine bir zafer pay\u0131 \u00e7\u0131karmak hesabiyle karars\u0131z olan \u00fc\u00e7\u00fcnc\u00fc ki\u015fiye ba\u015far\u0131 olanaklar\u0131 haz\u0131rlamaktan ba\u015fka bir \u015fey elde edemeyecekleri, g\u00fc\u00e7l\u00fc bir olas\u0131l\u0131kla akla gelmektedir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Hat\u0131rlanmaya de\u011fer ko\u015fullar alt\u0131nda meydana gelip, ne yaz\u0131k ki i\u00e7tenli\u011fini -bizim taraftan asla sebebiyet verilmedi\u011fi halde- k\u0131sa bir zamanda yitiren T\u00fcrk-K\u00fcrd y\u00fcce birli\u011fi, bize, istemleri uzla\u015ft\u0131rma ve mukadderat\u0131 birle\u015ftirme zorunlulu\u011funda bulundu\u011fumuzu ve siyasetin bug\u00fcn dahi o zorunlulu\u011fun hayat\u00ee gereklerine uygun olmas\u0131 zorunlulu\u011funun var oldu\u011funu g\u00f6steriyor. Bunu bozmaktan sak\u0131nmal\u0131y\u0131z. Oysa bu hayat\u00ee noktay\u0131 \u015fimdiye kadar oldu\u011fu gibi bug\u00fcn de kimse anlamad\u0131, takdir etmedi. Osmanl\u0131l\u0131kla temas etti\u011fi tarihten beri yaln\u0131z kahr ve zulm\u00fcn\u00fc, isyan ve ta\u015fk\u0131nl\u0131\u011f\u0131n\u0131 g\u00f6rd\u00fc\u011f\u00fcm\u00fcz unsurlar, yurdun ger\u00e7ek hizmet\u00e7ilerine tercih edildi. Osmanl\u0131 devletini olu\u015fturan M\u00fcsl\u00fcman unsurlardan s\u00f6zedilirken d\u00f6rt y\u00fcz y\u0131ll\u0131k bir Osmanl\u0131l\u0131k hizmet\u00e7isinden, bu s\u00fcre i\u00e7inde bir kez bile ve fakat siyasal bir ama\u00e7 alt\u0131nda ba\u011fl\u0131l\u0131k duygusu asla de\u011fi\u015fikli\u011fe u\u011framam\u0131\u015f ger\u00e7ek bir birle\u015fik unsurdan s\u00f6zedilmedi. Fakat hi\u00e7 bir zaman yan\u0131lmayan ger\u00e7ek, kesin h\u00fckm\u00fcn\u00fc g\u00f6stermekte ge\u00e7 kalmad\u0131; bu fikirlerdeki sap\u0131kl\u0131\u011f\u0131n \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fc, pek ac\u0131kl\u0131 ve \u00fcz\u00fcc\u00fc maceralarla ve g\u00fcr\u00fclt\u00fcl\u00fc bir bi\u00e7imde duyurdu<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">En k\u00f6r g\u00f6zlere bile bir \u0131\u015f\u0131k par\u0131lt\u0131s\u0131 yakabilecek kudretle ortaya \u00e7\u0131kan bu ger\u00e7e\u011fe ra\u011fmen, cahilce bir inat ile h\u00e2l\u00e2 o b\u00fcy\u00fck hatalar\u0131 i\u015flemekte devam edenlere bilmem ki ne demeli. Onlarki \u0130sl\u00e2m \u00fcmmetininkurtulu\u015f \u00e7aresinin ve Osmanl\u0131 haklar\u0131n\u0131n m\u00fcmk\u00fcn oldu\u011fu kadar korunmas\u0131 tedbirlerinin neye ba\u011fl\u0131 oldu\u011funa ve hangi unsura dayan\u0131larak elde edilebilece\u011fine birt\u00fcrl\u00fc ak\u0131l erdiremiyorlar. Anlam\u0131yorlar ki, ge\u00e7mi\u015fte oldu\u011fu kadar \u015fimdi de ayn\u0131 mukadderata ba\u011fl\u0131 ve gelecekte de ayn\u0131 tehlikelere u\u011frayacak olan T\u00fcrk ve K\u00fcrd milletlerinin ba\u015flar\u0131 \u00fczerinde u\u00e7an \u00f6l\u00fcm f\u0131rt\u0131ndar\u0131yle birlikte u\u011fra\u015f\u0131lmas\u0131 gereken bir d\u00f6nemde bulunuyoruz. Zaman\u0131n ola\u011fan\u00fcst\u00fc nazik olu\u015fu, \u00fcmmetin birli\u011fini peki\u015ftirmeyece\u011fi a\u015fik\u00e2r olan dedikodular \u00fcretmekten ka\u00e7\u0131ndmas\u0131n\u0131kulaklar\u0131patlatacakbir \u015fiddetle ba\u011f\u0131rmakta, budefakif\u0131rt\u0131nan\u0131n\u00f6yle kolayl\u0131kla ge\u00e7i\u015ftirilebilecek t\u00fcrden olmad\u0131\u011f\u0131 baz\u0131 etki ve belirtilerle kan\u0131tlanmaktad\u0131r.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Durum bu iken, bana \u00f6yle geliyor ki, zul\u00fcm ve istibdad alt\u0131nda bunalan insanl\u0131\u011f\u0131 bir s\u00fcre \u00fcmit seraplar\u0131 arkas\u0131nda ko\u015fturan teoriler gibi insanc\u0131l teoriler aras\u0131na al\u0131naca\u011f\u0131 ne yaz\u0131k ki gittik\u00e7e belli olan yeni ilkelerin, en yetkili a\u011f\u0131zlar\u0131n a\u00e7\u0131klamalar\u0131yle do\u011frulanan tehlikeli bi\u00e7imlerle bir araya gelmesiyle, bizim i\u00e7in b\u00fcsb\u00fct\u00fcn ba\u015fka bir niteli\u011fe d\u00f6n\u00fc\u015fmek \u00fczere bulundu\u011fu \u015fu tehlikeli d\u00f6nemlerde, d\u00f6rt yandan ya\u011fan g\u00fc\u00e7 t\u00fcketici sald\u0131r\u0131lara g\u00f6\u011f\u00fcs germek konusunda yaln\u0131z ve pek yaln\u0131z kalan bu iki k\u00f6t\u00fc talihli halk\u0131n birbirine karde\u015f\u00e7e sar\u0131lmas\u0131 gere\u011fi en az takdir edilmektedir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Mevcut yanl\u0131\u015f anla\u015fmalara bir yenisini ekleme haks\u0131zl\u0131\u011f\u0131na girmekten sak\u0131nma iste\u011fi dolay\u0131s\u0131yledir ki, bir karde\u015f milletin, ne yapt\u0131\u011f\u0131n\u0131 bilmeden K\u00fcrdistan \u00fczerine d\u00f6nd\u00fcrd\u00fc\u011f\u00fc feci yaz\u0131 oyunlar\u0131n\u0131 yaln\u0131z \u00fcz\u00fcnt\u00fc ve hayretle izlemeye, ba\u015fka bir \u015fey yapmamaya karar vermi\u015ftim. Bu karar kendimle s\u0131n\u0131rl\u0131 kalmam\u0131\u015f, hakl\u0131 ve esasl\u0131 incelemelere dayanan de\u011ferli g\u00f6r\u00fc\u015fmelerin yay\u0131n alan\u0131na \u00e7\u0131kmamas\u0131n\u0131 sa\u011flayacak \u00f6l\u00e7\u00fcde geni\u015f s\u0131n\u0131rlara ula\u015fm\u0131\u015ft\u0131.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Fakat her t\u00fcrl\u00fc dikkatli davranmaya ra\u011fmen kar\u015f\u0131t yay\u0131nlar\u0131n s\u00fcr\u00fcp gitmesi, beni, yaln\u0131z bir maddeye \u00f6zg\u00fc olmak \u00fczere fikirlerimi a\u00e7\u0131klamaya zorlad\u0131. Belki ger\u00e7e\u011fin ortaya \u00e7\u0131kmas\u0131na vesile olur da, muhta\u00e7 oldu\u011fumuz dinginlik ve birli\u011fi peki\u015ftirir d\u00fc\u015f\u00fcncesiyle, K\u00fcrdistan\u2019daki kent sakinleri hakk\u0131ndaki incelemelerimi birka\u00e7 sat\u0131rla \u00f6zetlemeyi uygun buldum.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">\u0130zleri eski zamanlar\u0131n karanl\u0131klar\u0131nda kaybolan ve fakat \u015fimdiki K\u00fcrdistan\u2019da egemenlik kurduklar\u0131 tarih\u00e7e bilinmekte olan baz\u0131 eski h\u00fck\u00fcmetleri burada tart\u0131\u015fmaya gerek g\u00f6rm\u00fcyorum. Ara\u015ft\u0131rmac\u0131lar\u0131n, \u00e7aresizlik ve kaynak eksikli\u011fi dolay\u0131s\u0131yla bir-iki kelimenin filolojik incelenmesine ya da elde ettikleri k\u0131r\u0131k-d\u00f6k\u00fck birka\u00e7 heykelin g\u00f6sterebildi\u011fi uydurma benzerliklere dayanarak o h\u00fck\u00fcmetlerin \u015fu ya da bu milliyete ba\u011fl\u0131 olu\u015funu belirleme yolunda ortaya koyduklar\u0131 tezlere, ola\u011fan\u0131n \u00fcst\u00fcnde bir \u00f6nem verilmesi do\u011fru de\u011fildir. Bu gibi konular\u0131n uzmanlar\u0131nca bilinmektedir ki, bu tezlerde g\u00f6zle g\u00f6r\u00fcl\u00fcr bir benzerlik ve denklik mevcut olmad\u0131\u011f\u0131 gibi, birbirine tam kar\u015f\u0131t g\u00f6r\u00fc\u015flere de \u00e7ok\u00e7a rastlanmaktad\u0131r.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Bu nedenle, o h\u00fck\u00fcmetler \u00fczerindeki esrarl\u0131 karanl\u0131\u011f\u0131 gelece\u011fin gayretlerinin ayd\u0131nlatmas\u0131na b\u0131rakarak, Arduhu ve Hitit devletleri cephesine as\u0131lmakta bulunan ve hem de Fino-Ugri dal\u0131na ait olan Turan \u00e7ekici tablosunu \u015fimdilik bir yana atman\u0131n zorunlulu\u011fu vard\u0131r. \u00c7\u00fcnk\u00fc bir\u00e7ok a\u00e7\u0131k belirtiler vard\u0131r ki, o h\u00fck\u00fcmetlerin kurulup geli\u015fti\u011fi b\u00f6lgelerle oralar\u0131n bug\u00fcnk\u00fc peri\u015fan ve inleyen sakinleri aras\u0131nda en g\u00fc\u00e7l\u00fc ba\u011flar\u0131n varl\u0131\u011f\u0131na tan\u0131kl\u0131k etmektedir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">\u0130ran K\u00fcrdistan\u0131 da dahil olmak \u00fczere K\u00fcrdistan ile T\u00fcrkler aras\u0131nda \u2013milliyetlerini belirlemek i\u00e7in verilen h\u00fck\u00fcmlerin say\u0131s\u0131 kadar \u00e7ok olan ve say\u0131s\u0131 kesin olmayan eski \u00e7a\u011f istil\u00e2c\u0131 kabileleri bir yana-ilk temas\u0131n, ger\u00e7ek ve tarihsel temas\u0131n, ancak, \u0130sl\u00e2miyetin do\u011fu\u015fuyle \u0130ran\u2019\u0131n b\u00fcy\u00fck g\u00fcc\u00fcn\u00fcn ve h\u00fck\u00fcmetinin t\u00fcm\u00fcyle ortadan kalkmas\u0131ndan \u00e7ok sonra meydana gelmi\u015f oldu\u011fu bir ger\u00e7ektir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Ondan \u00f6nce yer tutmak \u015fan\u0131ndan olmayan T\u00fcrk\u2019\u00fcn g\u00f6\u00e7\u00fc daima Azak\u2019in kuzeyinden ge\u00e7mi\u015ftir. Olaylar\u0131 nisbeten daha do\u011fru ve g\u00fcvenilebilir bir \u015fekilde aktarabilen \u0130sl\u00e2m tarih\u00e7ileri, Kafkas eteklerindeki \u0130sl\u00e2m m\u00fccahitlerine kar\u015f\u0131 baz\u0131 T\u00fcrk giri\u015fimlerini kaydetmi\u015flerse de, dikkat \u00e7ekici ilk T\u00fcrk istil\u00e2 selinin Abbas\u00ee halifelerinden Harun\u00fcrre\u015fid zaman\u0131nda meydana geldi\u011fini bildirmi\u015flerdir. Hazar T\u00fcrklerinin Musul\u2019a kadar s\u0131n\u0131rlar\u0131n\u0131 geni\u015fletebilen bu hareketini h\u0131zla tepeleyen \u0130sl\u00e2m g\u00fc\u00e7leri, onlar\u0131 Kafkas da\u011flar\u0131 \u00fczerindeki \u00fcnl\u00fc Derben\u2019in d\u0131\u015f\u0131na atm\u0131\u015f ve T\u00fcrklerin h\u0131zla meydana gelen bu med ve cezir ak\u0131n\u0131 ile istil\u00e2 edilen topraklarda bir tane olsun T\u00fcrk b\u0131rakmam\u0131\u015flard\u0131r. Say\u0131lar\u0131 s\u0131n\u0131rl\u0131 olan K\u00fcrdistan kentlerinin kurulu\u015f zamanlar\u0131, hi\u00e7 ku\u015fku edilmez ki o tarihe, ondan pek \u00e7ok daha gerilere, tarihin bilinmez derinliklerine kadar gider. Kimse ink\u00e2r edemez ki bu kentler, Hicr\u00ee V. y\u00fczy\u0131l ba\u015flar\u0131nda mesk\u00fbn idi ve sakinleri (ortak) bir dil konu\u015fur ve bir milliyete sahip idiler.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Bu nedenle, bu kentlerdeki halk\u0131n, kesin olarak T\u00fcrk\u00e7eden ba\u015fka bir dile sahip olduklar\u0131n\u0131, yukar\u0131da belirtilen nedenlere dayanarak iddia edebiliriz. Oralarda pek yeni bir hayata sahip oldu\u011fu ayr\u0131nt\u0131lar\u0131yla a\u00e7\u0131klanan T\u00fcrk varl\u0131\u011f\u0131 ile tarihsel k\u0131demi kan\u0131tlanmaya bile gerek g\u00f6stermeyen K\u00fcrd varl\u0131\u011f\u0131 aras\u0131ndaki zaman boyutu, iddian\u0131n ne kadar \u00e7\u00fcr\u00fck bir temele dayand\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Kald\u0131 ki herhangi bir dili konu\u015fman\u0131n, onun g\u00f6sterdi\u011fi mill\u00ee topluluktan gelmek demek olmad\u0131\u011f\u0131 da ortadad\u0131r. \u00d6rne\u011fin, T\u00fcrk\u00e7e konu\u015fmak T\u00fcrk olmay\u0131 kan\u0131tlayabilseydi, y\u00f6netimi alt\u0131nda ya\u015fad\u0131klar\u0131 egemenliklerin dillerini konu\u015fan \u0130srail o\u011fullar\u0131n\u0131 mevcut milletler aras\u0131nda taksim edebilmek ger\u00e7ekten pek g\u00fc\u00e7 olurdu; ve bug\u00fcn T\u00fcrk\u00e7e konu\u015fan Rumlar\u0131n, ana dillerinden bir s\u00f6zc\u00fck bile bilmeyen bir k\u0131s\u0131m Ermenilerin hangi mill\u00ee toplulu\u011fa kat\u0131labilece\u011fini anlamak, c\u00fcz\u00fcm\u00fc g\u00fc\u00e7 bir problem olurdu. \u00d6rneklerimi geni\u015fletebilirim. Bundan ba\u015fka,K\u00fcrdistan\u2019da yap\u0131lm\u0131\u015f ve on y\u0131ll\u0131k tarihe sahip y\u00f6resel inceleme ve g\u00f6zlemlerim, oralar\u0131 dolduran n\u00fcfusun sade K\u00fcrd olduklar\u0131n\u0131 itiraz kabul etmez bir bi\u00e7imde ortaya koyan sonu\u00e7lara ula\u015fm\u0131\u015ft\u0131r. Bunlardan her kent ve b\u00f6lgeye ait olanlar\u0131 bir bir saymak \u00e7ok uzun s\u00fcrer. Daha eski tarihlerde T\u00fcrk\u00e7eyi dil olarak bilen, yaln\u0131z Faik Han ve M\u00fc\u015ftak (M\u00fc\u015ftak Baba) gibi bir iki zat vard\u0131.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>8-<\/strong> Bitlis\u2019te T\u00fcrk dilini \u00f6zel okul a\u00e7arak \u00f6\u011freten zat, bug\u00fcnk\u00fc Hizan\u00ee ailesinin ikinci babas\u0131 olan rahmetli H\u00fcseyin Fevzi Efendi\u2019dir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>9-<\/strong> \u015eehirde bug\u00fcn g\u00f6r\u00fcn\u00fc\u015fte yayg\u0131n bir yere sahip g\u00f6r\u00fclen T\u00fcrk\u00e7enin nispeten pek k\u0131sa bir zaman i\u00e7inde bu kadar geni\u015flemesi, h\u00fck\u00fcmet y\u00f6netiminde benimsenen sert bask\u0131dan meydana gelmi\u015ftir.
