Kala\u2018a, (\u00a0\u0642\u0644\u0639\u0647) t\u0131rman\u0131lmas\u0131 zor, \u00e7\u0131k\u0131lmas\u0131 g\u00fc\u00e7 olan kayal\u0131klar i\u00e7in kullan\u0131lan bir tabirdir. Kale, d\u00fc\u015fmandan korunmak ve onun tecav\u00fcz\u00fcne m\u00e2ni olmak i\u00e7in kal\u0131n ve muhkem duvarlarla \u00e7evrilmi\u015f yap\u0131 olup d\u00fc\u015fmana ok ve mermi atmaya mahsus siper ve mazgallar\u0131 bulunan hari\u00e7ten tecrid olunmu\u015f m\u00fcdafaal\u0131 yerlere denir. Tarihsel s\u00fcre\u00e7te kalelerin genellikle yol kav\u015fa\u011f\u0131, ana yol, ge\u00e7it yeri, da\u011flar aras\u0131nda stratejik \u00f6neme haiz yerlere in\u015fa edildi\u011fi bilinmektedir. Yer se\u00e7ilirken ayr\u0131ca kolay ve az say\u0131da bir kuvvetle savunulabilmesi, gerekti\u011finde i\u00e7eridekilerin d\u0131\u015far\u0131 \u00e7\u0131kabilmesi, uzun s\u00fcreli ku\u015fatmalarda su ihtiyac\u0131n\u0131 sa\u011flayacak imk\u00e2nlara sahip olmas\u0131, ku\u015fatmalara uzun s\u00fcre dayanmas\u0131, etraf\u0131nda tabii engeller bulunmas\u0131 gibi \u015fartlar g\u00f6z \u00f6n\u00fcnde tutularak kaleler in\u015fa edilirdi. Kaleler, \u00e7o\u011funlukla sarp yal\u00e7\u0131n kayal\u0131klar \u00fczerinde in\u015fa edilmi\u015f olup kale yerinin se\u00e7iminde g\u00fc\u00e7 eri\u015filebilen mek\u00e2nlar tercih edilmi\u015ftir.[2]\n<p style=\"text-align: justify;\">Bu \u00e7al\u0131\u015fman\u0131n konusu olan \u00c7apak\u00e7ur, Gen\u00e7, Han\u00e7uk ve Ki\u011f\u0131 Kaleleri yukar\u0131da sayd\u0131\u011f\u0131m\u0131z \u00f6zelliklere sahip olup ad\u0131 ge\u00e7en kaleler \u00e7\u0131k\u0131lmas\u0131 g\u00fc\u00e7 sarp yekpare kayal\u0131klar \u00fczerinde in\u015fa edilmi\u015f d\u00f6nemin \u015fartlar\u0131na g\u00f6re savunmaya elveri\u015fli, d\u00fc\u015fmana ge\u00e7it vermeyen, fethi \u00e7ok zor, emsaline az rastlanan h\u0131sn-\u0131 hasin gibi kalelerdir. Ne yaz\u0131k ki as\u0131rlardan beri s\u00fcre gelen ve bir\u00e7ok kavime ev sahipli\u011fi eden tarihi k\u0131ymete haiz mek\u00e2nlar\u0131m\u0131zdan biri olan kalelerimizi muhafaza etmedi\u011fimiz gibi var olan ta\u015flar\u0131n\u0131 da yerinden s\u00f6k\u00fcp \u00e7e\u015fitli yap\u0131lar\u0131n in\u015fas\u0131nda kullanarak tarihi mek\u00e2nlar\u0131m\u0131z\u0131 elimizle h\u00e2k ile yeksan etmi\u015fiz. Bu \u00e7al\u0131\u015fmada \u00c7apak\u00e7ur ve \u00e7evresinde varl\u0131\u011f\u0131ndan bahsedilen fakat tarihe kar\u0131\u015fan, yani yok olan ayn\u0131 zamanda yeri dahi belli olmayan yaln\u0131z ar\u015fiv kay\u0131tlar\u0131nda ve baz\u0131 eserlerde isimlerine rastlanan kaleler ilgili baz\u0131 bilgileri aktarmaya gayret edece\u011fiz.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00c7apak\u00e7ur Kalesi<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00c7apak\u00e7ur Kalesi eski kalelerden biri olup kalenin \u0130skender-i Z\u00fclkaryen d\u00f6neminde yap\u0131ld\u0131\u011f\u0131 ve bir\u00e7ok kavme ev sahipli\u011fi yapt\u0131\u011f\u0131 bilinmektedir. 15. Asr\u0131n ba\u015flar\u0131ndan itibaren s\u00f6z konusu kalenin Zaza beyleri olan S\u00fcveydi beyleri taraf\u0131ndan ihya edildi\u011fi uzun s\u00fcre kale merkezinden kahir ekseri Zaza toplulu\u011fu olan halk\u0131 bu merkezden sevk ve idare etmi\u015flerdir. Nitekim \u0130dris-i Bitlisi, Diyarbak\u0131r\u2019\u0131 ku\u015fatmas\u0131 s\u0131ras\u0131nda Yavuz Sultan Selim\u2019e g\u00f6nderdi\u011fi mektupta da Osmanl\u0131 Devleti bu b\u00f6lgelere h\u00e2kimiyet kurmadan \u00f6nce s\u00f6z konusu kavmin burada yerle\u015fik bir hayat s\u00fcrd\u00fcrd\u00fcklerini \u00c7ald\u0131ran seferinden sonra g\u00f6n\u00fcl r\u0131zas\u0131yla yani istimalet yoluyla di\u011fer K\u00fcrt beyleri gibi onlarda Osmanl\u0131 Devleti\u2019ne iltihak ettiklerini \u015eah \u0130smail-i Safeviye kar\u015f\u0131 Osmanl\u0131 Devleti yan\u0131nda yer alarak ittifak halinde sava\u015ft\u0131klar\u0131n\u0131 a\u00e7\u0131k\u00e7a beyan etmi\u015ftir.[3]\n<p style=\"text-align: justify;\">\u00c7apak\u00e7ur Kelesi \u0130slamiyet\u2019in b\u00f6lgeye geli\u015fiyle bir\u00e7ok istilaya maruz kalm\u0131\u015f ve de\u011fi\u015fik kavimlerin h\u00e2kimiyeti alt\u0131na girmi\u015ftir. Bununla birlikte kalede meskun olan halk, geleneksel hilafeti temsil eden sultanlara itaatini bildirerek varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrm\u00fc\u015flerdir. Osmanl\u0131n\u0131n b\u00f6lgeye geli\u015fiyle ayn\u0131 halk biatini bildirmek suretiyle \u00f6zerk bir yap\u0131yla h\u00fck\u00fcmet tarz\u0131nda sancaklar\u0131n\u0131 idare etmi\u015flerdir.[4]\n<p style=\"text-align: justify;\">17. asr\u0131n seyyah\u0131 olan Evliya \u00c7elebi seyahatnamesinde \u00c7apak\u00e7ur Kalesinin da\u011flar\u0131n zeylinde yer ald\u0131\u011f\u0131n\u0131 \u0130skender ferman\u0131yla in\u015fa edildi\u011fini, Murad nehri kenar\u0131nda g\u00f6ky\u00fcz\u00fcne ser \u00e7ekmi\u015f yal\u00e7\u0131n kayal\u0131klar \u00fczerine kurulmu\u015f metin ve m\u00fcstahkem bir kale oldu\u011funu ifade etmektedir. \u00c7elebi, kalenin mimari yap\u0131s\u0131n\u0131 ve \u00f6zelliklerini anlat\u0131rken etraf\u0131 be\u015f k\u00f6\u015feli surla istihkam edilmi\u015f bir yerle\u015fim merkezi oldu\u011funu yazmaktad\u0131r. Kale i\u00e7i ba\u011fs\u0131z ve bah\u00e7esiz olup etraf\u0131nda evlerin in\u015fa edildi\u011fini s\u00f6ylemektedir. Kale i\u00e7erisinde bir cami, zahire anbar\u0131, cephane ve su sarn\u0131c\u0131 bulunurdu. Bu sarn\u0131\u00e7tan oluklar vas\u0131tas\u0131yla Kale etraf\u0131nda in\u015fa edilmi\u015f evelere su verilirdi.[5]\n<p style=\"text-align: justify;\">Haliyle Evliya \u00c7elebi seyahatnamesinde yer alan kale tarifine bakt\u0131\u011f\u0131m\u0131zda \u00c7apak\u00e7ur\u2019da iki yerin bu \u015fartlara haiz oldu\u011fun g\u00f6rmekteyiz. Bunlardan birincisi Gen\u00e7\u2019te K\u0131ral K\u0131z\u0131 Kalesi, ikincisi eski ismiyle Simani k\u00f6y\u00fc, \u015fimdiki ad\u0131yla Kale\u00f6n\u00fc olarak bilinen mevkide yer alan kaledir. Yap\u0131lan saha \u00e7al\u0131\u015fmas\u0131nda Gen\u00e7 b\u00f6lgesinde yer alan K\u0131ralk\u0131z\u0131 kalesinin bu tariflere uygun d\u00fc\u015fmedi\u011fini fakat Kale\u00f6n\u00fc mevkiinde bulanan kalenin tarif edilen \u015fartlara daha uygun oldu\u011funu g\u00f6rmekteyiz. \u00c7apaku\u00e7ur\u2019da uzun s\u00fcre ya\u015fam\u0131\u015f baz\u0131 ya\u015fl\u0131lar\u0131n da ifadesine g\u00f6re \u201c\u00c7apak\u00e7ur H\u00fck\u00fcmet\u201d merkezinin Simani Kalesi olarak bilinen yerde oldu\u011funu ve b\u00fct\u00fcn resmi i\u015flemlerin bu merkezde yap\u0131ld\u0131\u011f\u0131n\u0131 ve daha sonra H\u00fck\u00fcmet merkezinin Ab-\u0131 Tahur (Avter) adl\u0131 yere ta\u015f\u0131nd\u0131\u011f\u0131n\u0131 s\u00f6ylemektedirler. Bu bilgi, H. 1316\/1898 y\u0131l\u0131nda yay\u0131nlanan Bitlis salnamesindeki kay\u0131tlarla \u00f6rt\u00fc\u015fmekte ve ayn\u0131 bilgiyi te\u2019yid etmektedir. Saln\u00e2mede \u201c\u00c7apak\u00e7ur merkezinin Ab-\u0131 Tahur\u02b9da oldu\u011funu ve uzun s\u00fcre h\u00fck\u00fcmet merkezinin buradan idare edildi\u011fini baz\u0131 sebeplerden dolay\u0131 y\u00fcz elli sene \u00f6nce \u00c7olik k\u00f6y\u00fcne nakledildi\u011fini yazmaktad\u0131r.\u201d Yani \u00c7apak\u00e7ur h\u00fck\u00fcmet merkezi yakla\u015f\u0131k M.1752 y\u0131l\u0131nda Ab-\u0131 Tahur b\u00f6lgesinden ad\u0131 ge\u00e7en \u201c\u00c7olik\u02b9e\u201d di\u011fer bir de\u011fi\u015fle a\u015fa\u011f\u0131 \u00e7ar\u015f\u0131ya nakledilmi\u015ftir.[6]\n<p style=\"text-align: justify;\">Bing\u00f6l Tapu Kadastro M\u00fcd\u00fcrl\u00fc\u011f\u00fc Ar\u015fivi\u2019nde bulunan defterde ve baz\u0131 ar\u015fiv belgelerinde yer alan kay\u0131tlara bakt\u0131\u011f\u0131m\u0131zda Kale\u00f6n\u00fc Mahallesi\u2019nde yer alan kalenin \u00c7apak\u00e7ur Kalesi olma ihtimali kuvvetle muhtemeldir.[7]\n<p style=\"text-align: justify;\">\u00c7apak\u00e7ur Kalesi, stratejik \u00f6neme sahip olup ve bir\u00e7ok yolun kesi\u015fti\u011fi noktada bulunan ayn\u0131 zamanda ipek yolu olarak bilinen ve Urartular d\u00f6neminden beri kullan\u0131lagelen Do\u011fu ve G\u00fcneydo\u011fu Anadolu\u2019dan gelip yaylak ve k\u0131\u015flaklar\u0131na giden g\u00f6\u00e7ebe a\u015firetlerin de kulland\u0131klar\u0131 yol g\u00fczerg\u00e2h\u0131 \u00fczerinde kurulmu\u015f en \u00f6nemli yerle\u015fim merkezidir.<\/p>\n<p style=\"text-align: justify;\">\u00c7apak\u00e7ur Kalesi, da\u011f silsilesinin bitiminde etraf\u0131 vadilerle \u00e7evrili surla tahkim edilmi\u015f g\u00f6zetleme kuleleriyle d\u00fc\u015fmana ge\u00e7it vermeyen \u00c7apak\u00e7ur ovas\u0131na h\u00e2kim stratejik konuma sahip bir\u00e7ok yolun kesi\u015fti\u011fi noktaya in\u015fa edilmi\u015f en \u00f6nemli yerle\u015fim merkezidir. Kale etraf\u0131ndaki vadilerden akan su ile ihtiyac\u0131n\u0131 giderdikleri gibi kalenin en \u00fcst tepesinde su sarn\u0131c\u0131 di\u011fer bir de\u011fi\u015fle su kuyusu bulunmaktad\u0131r. Kale d\u00fc\u015fman taraf\u0131ndan i\u015fgale u\u011frad\u0131\u011f\u0131 zaman kaledekiler hi\u00e7 d\u0131\u015far\u0131ya \u00e7\u0131kmadan aylarca su ihtiyac\u0131n\u0131 kuyudan temin ede bilirlerdi. Fakat ne yaz\u0131k ki s\u00f6z konusu kale tamamen harap olmu\u015f ve yontulmu\u015f kale ta\u015flar\u0131 da halk taraf\u0131ndan ta\u015f\u0131narak evlerinin in\u015fas\u0131nda kullanm\u0131\u015flard\u0131r. Kale tepesinde bulunan sarn\u0131\u00e7 ta ta\u015flarla doldurularak kuyu tamamen kapat\u0131lm\u0131\u015ft\u0131r. Kale tepesinde yer alan sarn\u0131\u00e7tan Kale etraf\u0131nda in\u015fa edilmi\u015f evlere kiremitten yap\u0131lm\u0131\u015f oluklar vas\u0131tas\u0131yla su verilirdi. Zamanla su menfezleri tahrip edilmi\u015f Kale ve etraf\u0131nda in\u015fa edilen evler yerle bir edilmi\u015f ta\u015flar\u0131 da yerinden s\u00f6k\u00fclerek yerine \u00fcz\u00fcm ba\u011flar\u0131 ekilmi\u015f tarihi eser nam\u0131na herhangi bir \u015fey b\u0131rak\u0131lmam\u0131\u015ft\u0131r. Defineciler bir\u00e7ok tarihi yerlerimizi kazarak tahrip etmi\u015f ve tarihi ta\u015flar\u0131 yerinden s\u00f6kerek bir\u00e7o\u011funu k\u0131rm\u0131\u015flard\u0131r. \u00c7apak\u00e7ur\u2019da tahrip edilen yerler aras\u0131nda 16, as\u0131rda S\u00fcveydi S\u00fcleyman Bey\u2019in yapt\u0131rm\u0131\u015f oldu\u011fu Mene\u015fkut Mizgef Camisi, Gen\u00e7 Kalesi, Gen\u00e7 K\u0131ral K\u0131z\u0131 olarak bilinen Emir Muhammed\u02b9in mazar\u0131, Simani mevkiinde buluan \u00c7apak\u00e7ur Kalesi, Dere Nazik\u2019te yer alan \u015eeyh Berekat Cami ve Medresesi, ayn\u0131 mevkide bulunan ve Urartular d\u00f6neminden kald\u0131\u011f\u0131 tahmin edilen \u015fehir merkezi ve orada bulunan kilise tamamen tahrip edilmi\u015f sadece duvar kal\u0131nt\u0131lar\u0131 kalm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00c7apak\u00e7ur Kalesi\u02b9nin Genel g\u00f6r\u00fcn\u00fcm\u00fc<strong>[8]<\/strong><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><strong><img decoding=\"async\" src=\"http:\/\/www.binhaber.com\/resim\/haber\/2015\/12\/12\/genc-kale2.png\" alt=\"\" width=\"630\" \/><\/strong><\/strong><\/p>\n<p><strong>Simani K\u00f6y\u00fc Tapu Defteri Kay\u0131t \u00f6rne\u011fi<\/strong><\/p>\n<p><strong><img decoding=\"async\" src=\"http:\/\/www.binhaber.com\/resim\/haber\/2015\/12\/12\/tablo.png\" alt=\"\" width=\"630\" \/><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>\u00c7apak\u00e7ur H\u00fck\u00fcmet Merkezi\u2019nin M\u00fcsyan\u2019a Nakli<\/strong><\/p>\n<p style=\"text-align: justify;\">3 Nisan 1917 tarihinde Gen\u00e7 sanca\u011f\u0131na ba\u011fl\u0131 olan \u00c7apak\u00e7ur\u2019un asayi\u015f ve emniyetini daha d\u00fczenli sa\u011flaya bilmesi amac\u0131yla Bitlis Vali vekili Hakk\u0131 Bey Gen\u00e7 sanca\u011f\u0131 mutasarr\u0131f\u0131na bir yaz\u0131 g\u00f6ndererek \u00c7apak\u00e7ur H\u00fck\u00fcmet merkezinin Gen\u00e7 sanca\u011f\u0131na daha yak\u0131n olan M\u00fcsyan k\u00f6y\u00fcne nakledilmesini talep eder. Gerek\u00e7eli karar\u0131nda; \u00c7apak\u00e7ur kaza merkezi olan \u00c7olik kasabas\u0131n\u0131n ahaliden tamamen bo\u015fald\u0131\u011f\u0131n\u0131 ve bir\u00e7ok evlerin y\u0131k\u0131lmaya y\u00fcz tuttu\u011funu M\u00fcsyan\u2019\u0131n halk\u0131yla daha mamur bir merkez oldu\u011funu asayi\u015f bak\u0131m\u0131ndan da ula\u015f\u0131lmas\u0131 kolay bir yer oldu\u011funu ifade eder. Bitlis Valisi Hakk\u0131 Bey, \u00c7apak\u00e7ur kazas\u0131n\u0131n nakli hususunda \u0130kinci Kolordu Kumandanl\u0131\u011f\u0131 taraf\u0131ndan da tasvip edildi\u011fini belirterek Sadaret\u2019e ve D\u00e2hiliye Nezareti\u2019ne durumu arz eder. Bunun \u00fczerine \u00c7apak\u00e7ur h\u00fck\u00fcmet merkezi ge\u00e7ici bir s\u00fcreyle ta\u015f\u0131nmas\u0131na izin verilir. Burada bir m\u00fcddet kald\u0131ktan sonra h\u00fck\u00fcmet merkezi tekrar \u00c7olik\u02b9e nakledilir.[9]\n<p style=\"text-align: justify;\"><strong>Gen\u00e7 Kalesi<\/strong><\/p>\n<p style=\"text-align: justify;\">Kaleler bir d\u00f6nem halk\u0131n s\u0131\u011f\u0131na bilece\u011fi en korunakl\u0131 ve g\u00fcvenli yerler olarak bilinmektedir. Haliyle S\u00fcveydi Zaza beyleri de d\u00fc\u015fman istilas\u0131ndan korunmak maksad\u0131yla Diyarbak\u0131r ve \u00e7evre illerin yol g\u00fczergah\u0131 \u00fczerinde bulunan ve ayn\u0131 zamanda ticaret kervanlar\u0131n \u00e7ok\u00e7a kulland\u0131\u011f\u0131 yol \u00fcst\u00fcnde bulunan Gen\u00e7 Kalesi\u2019ni in\u015fa etmi\u015flerdir. \u015eerefn\u00e2me\u2019de S\u00fcveydi beylerinden \u015eeyh Mir \u015eahab\u2019\u0131n Genc&#8217;te b\u00fcy\u00fck bir kale yapt\u0131rd\u0131\u011f\u0131n\u0131 kaydetmektedir. Yap\u0131lan kalenin Genc Kalesi olmas\u0131 kuvvetle muhtemeldir.[10]\n<p style=\"text-align: justify;\">Genc Kalesi Evliya \u00c7elebi Seyahatnamesi&#8217;nin \u00fc\u00e7\u00fcnc\u00fc cildinde ayr\u0131nt\u0131l\u0131 bir \u015fekilde yer vermektedir. Evliya \u00c7elebi kalenin Murad nehri sahilinde, g\u00f6ky\u00fcz\u00fcne do\u011fru y\u00fckselen yekpare kayal\u0131ktan olu\u015fan sarp yal\u00e7\u0131n bir da\u011f \u00fczerine ihti\u015faml\u0131 bir \u015fekilde bina edildi\u011fini ifade etmektedir. Murad nehri yata\u011f\u0131n\u0131n ge\u00e7ti\u011fi taraftan bak\u0131l\u0131nca g\u00f6ky\u00fcz\u00fcnden ba\u015fka bir \u015fey g\u00f6r\u00fclmeyen \u015eeddadi bir bina ve ibretn\u00fcma bir kale olarak tarif etmektedir.[11]\n<p style=\"text-align: justify;\">Civar b\u00f6lgede emsali bulunmayan bir yap\u0131ya sahiptir. Adeta, insanlar\u0131n istilas\u0131ndan ve vah\u015fi hayvanlar\u0131n sald\u0131r\u0131s\u0131ndan korunmak \u00fczere Cenab-\u0131 Allah&#8217;\u0131n yekpare ta\u015ftan yaratt\u0131\u011f\u0131 bir sed-i hadidtir.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Gen\u00e7 Kalesi\u02b9nin Murad taraf\u0131ndan g\u00f6r\u00fcn\u00fcm\u00fc<\/strong><\/p>\n<p><strong><img decoding=\"async\" src=\"http:\/\/www.binhaber.com\/resim\/haber\/2015\/12\/12\/genc-kalesi1.png\" alt=\"\" width=\"630\" \/><\/strong><\/p>\n<p><strong>Gen\u00e7 Kalesi\u02b9nin \u00fcsten g\u00fcr\u00fcn\u00fcm\u00fc<\/strong><\/p>\n<p><strong><img decoding=\"async\" src=\"http:\/\/www.binhaber.com\/resim\/haber\/2015\/12\/12\/genc.png\" alt=\"\" width=\"630\" \/><\/strong><\/p>\n<p><strong>Gen\u00e7\u2019in Mene\u015fkut\u2019a Ta\u015f\u0131nmas\u0131<\/strong><\/p>\n<p style=\"text-align: justify;\">Gen\u00e7 kale merkezi n\u00fcfusun \u00e7o\u011falmas\u0131 ve zamanla kalelerin artan n\u00fcfusa yeteri miktar cevap verememesi sonucu S\u00fcleyman Bey, Gen\u00e7 H\u00fck\u00fcmet merkezini isk\u00e2na ve geli\u015fmeye daha elveri\u015fli ve uygun Mene\u015fkut [Solhan] ovas\u0131na nakletmi\u015ftir.
