Abd\u00fclhamid\u2019in istibdad\u0131n\u0131n son demlerinde, do\u011fup b\u00fcy\u00fcd\u00fc\u011f\u00fc diyardaki \u015fartlar\u0131n e\u011fitim yoluyla d\u00fczeltilmesi umuduyla 1907\u2019de \u0130stanbul\u2019a gelen Bedi\u00fczzaman bir t\u00fcrl\u00fc \u2018ula\u015famad\u0131\u011f\u0131\u2019 sultana meram\u0131n\u0131 gazeteler yoluyla ele\u015ftirel bir \u015fekilde dile getirdi\u011fi i\u00e7in onun emriyle t\u0131marhaneye g\u00f6nderilmi\u015f; ard\u0131s\u0131ra sultan taraf\u0131ndan tahsis edilen, kendisinin ise \u2018sus r\u00fc\u015fveti\u2019 olarak g\u00f6rd\u00fc\u011f\u00fc maa\u015f\u0131 kabul etmedi diye Zaptiye N\u00e2z\u0131r\u0131 \u015eefik Pa\u015fan\u0131n emriyle hapse at\u0131lm\u0131\u015f; h\u00fcrriyetine kavu\u015ftu\u011fu II. Me\u015frutiyet g\u00fcnlerinde ise 31 Mart hadisesiyle irtibatland\u0131r\u0131ld\u0131\u011f\u0131 i\u00e7in s\u0131k\u0131y\u00f6netim mahkemesine sevkedilmi\u015f ve 1911\u2019de\u00a0<em>Divan-\u0131 Harb-i \u00d6rf\u00ee<\/em>\u00a0ba\u015fl\u0131\u011f\u0131yla yay\u0131nlad\u0131\u011f\u0131 savunmas\u0131n\u0131n akabinde beraat etmi\u015ftir. \u0130stibdat d\u00f6nemini \u2018akla husumet,\u2019 z\u00fcmrelerin h\u00e2kimiyet kavgas\u0131 verdi\u011fi sonraki g\u00fcnleri ise \u2018hayata husumet\u2019 ile a\u00e7\u0131klar Bedi\u00fczzaman. Hakl\u0131d\u0131r; ilkinde t\u0131marhaneye sevkedilmi\u015f, ikincisinde idam talebiyle yarg\u0131lanm\u0131\u015ft\u0131r. Ya\u015fad\u0131\u011f\u0131 b\u00fct\u00fcn bu olumsuzluklara ra\u011fmen, daha ilkgen\u00e7lik y\u0131llar\u0131ndan itibaren benimsedi\u011fi me\u015fveret-adalet-h\u00fcrriyet merkezli d\u00fc\u015f\u00fcncelerinden ise asla vazge\u00e7meyecek; bilakis, g\u00f6rd\u00fc\u011f\u00fc bu bed muameleye ra\u011fmen, beraatinden sonra gitti\u011fi memleketinde iki mevsim boyu a\u015firetler aras\u0131nda dola\u015farak, me\u015frutiyetin k\u0131ymetini yol kesicilerin gadrine u\u011framaks\u0131z\u0131n bilsinler diye onlara istibdad\u0131n k\u00f6t\u00fcl\u00fc\u011f\u00fcn\u00fc, me\u015frutiyetin ise gereklili\u011fini anlatmay\u0131 tercih edecektir.<\/p>\n<p>Soru-cevap \u015feklinde ilerleyen bu diyaloglar, 1911\u2019de\u00a0<em>M\u00fcnazarat<\/em>\u00a0ad\u0131 alt\u0131nda yay\u0131nlan\u0131r. Bu eserde kendisine a\u015firetler i\u00e7erisinden y\u00f6neltilen sorular\u0131n sonuncusu, ilgili eserde ayr\u0131 bir ba\u015fl\u0131kla bir zeyl gibi sunulan \u2018zindan-\u0131 at\u00e2let\u2019 bahsini hari\u00e7te tutarsak, \u0130ttihad ve Terakki\u2019ye dairdir: \u201c\u0130ttihad ve Terakki hakk\u0131nda reyin nedir?\u201d<\/p>\n<p>Bedi\u00fczzaman bu soruya \u015fu cevab\u0131 verir:<\/p>\n<p>\u201cK\u0131ymetlerini takdirle beraber, siyasiyy\u00fbnlar\u0131ndaki \u015fiddete\u00a0mu\u2019teri\u00adzim. L\u00e2kin onlar\u0131n iktisad\u00ee ve maarif\u00ee olan -b\u00e2husus \u015fark\u00ee vil\u00e2yetlerdeki- \u015fubelerini bir derece istihsan ve tebrik ederim.\u201d<\/p>\n<p>Onun bu cevab\u0131n\u0131n birinci c\u00fcmlesine d\u00fc\u015ft\u00fc\u011f\u00fc bir h\u00e2\u015fiye de vard\u0131r. Orada, \u2018siyasiyy\u00fbnlar\u0131ndaki \u015fiddet\u2019ten ne kasdetti\u011fine ve buna neden itiraz etti\u011fine a\u00e7\u0131kl\u0131k getirmektedir:<\/p>\n<p>\u201cAdaletin tevziinde adalet olmazsa, zul\u00fcm g\u00f6r\u00fcn\u00fcr. Bir hat\u0131r i\u00e7in, bin hat\u0131r k\u0131r\u0131lmaz. \u015eiddet ayr\u0131, hamiyet ayr\u0131d\u0131r.\u201d<\/p>\n<p>H\u00e2\u015fiyesiyle birlikte \u015fu k\u0131sa cevab\u0131n g\u00f6sterdi\u011fi \u00fczere Bedi\u00fczzaman, \u0130ttihad ve Terakki i\u00e7indeki \u00f6zellikle e\u011fitime, sosyal ve iktisad\u00ee faaliyetlere odaklanm\u0131\u015f hamiyetli insanlara ili\u015fkin takdirini ifade etmekle birlikte, istibdad g\u00fcnlerinde h\u00fcrriyet istemi\u015f iken \u015fimdi z\u00fcmre istibdad\u0131 i\u00e7in \u00e7aba g\u00f6steren ve bu u\u011furda \u015fiddete ba\u015fvurmaktan da \u00e7ekinmeyen \u0130ttihat\u00e7\u0131lara itiraz etmektedir. Onun \u0130ttihad ve Terakki i\u00e7indeki \u2018\u015fiddet siyaseti\u2019 taraftarlar\u0131na y\u00f6nelik bu itiraz\u0131, d\u00fc\u015ft\u00fc\u011f\u00fc ilgili h\u00e2\u015fiyeden anla\u015f\u0131ld\u0131\u011f\u0131 \u00fczere, esasen -hangi zaman ve zeminde, hangi yelpazede ve istidatta olursa olsun-b\u00fct\u00fcn siyas\u00eeler i\u00e7in ge\u00e7erli bir uyar\u0131 niteli\u011findedir: \u201cAdaletin tevziinde adalet olmazsa, zul\u00fcm g\u00f6r\u00fcn\u00fcr. Bir hat\u0131r i\u00e7in, bin hat\u0131r k\u0131r\u0131lmaz. \u015eiddet ayr\u0131, hamiyet ayr\u0131d\u0131r.\u201d<\/p>\n<p>Bu \u00fc\u00e7 c\u00fcmle, Bedi\u00fczzaman\u2019\u0131n \u0130ttihad ve Terakki\u2019nin \u2018siyasiyy\u00fbnlar\u0131ndaki \u015fiddet\u2019e itiraz\u0131n\u0131n \u00f6z\u00fcn\u00fc ortaya koyar. Yine bu c\u00fcmle, o tarihten bug\u00fcne kadar ge\u00e7en 111 sene i\u00e7inde bu topraklarda \u2018m\u00fclk\u00fcn temeli\u2019 olan adaletin neden tesis olunamad\u0131\u011f\u0131n\u0131 da if\u015fa eder niteliktedir.<\/p>\n<p>Anlad\u0131\u011f\u0131m\u0131z \u00fczere, \u0130ttihad ve Terakki\u2019nin siyas\u00ee kanad\u0131, \u015fiddeti siyasetin bir gere\u011fi olarak benimsedi\u011fi i\u00e7in \u2018hamiyet\u2019ine \u015fiddet bula\u015ft\u0131rmakta; b\u00f6ylece, rakip ve tehlikeli g\u00f6rd\u00fc\u011f\u00fc d\u00fc\u015f\u00fcnce, e\u011filim ve ki\u015fileri g\u00fcya \u2018vatan nam\u0131na ve millet menfaat\u0131na\u2019 \u015fiddet yoluyla bast\u0131rma ve susturma yoluna gitmektedir. Hamiyetle \u015fiddeti \u00f6zde\u015fle\u015ftiren; s\u00f6zkonusu vatan ise her\u015feyi teferruat, \u015fiddeti ise zorunluluk olarak g\u00f6ren bu anlay\u0131\u015ftan elbette adalet \u00e7\u0131kmaz. B\u00f6yle bir anlay\u0131\u015f\u0131n \u2018adalet\u2019 dedi\u011fi \u015feyden ancak zul\u00fcm g\u00f6r\u00fcn\u00fcr. \u00c7\u00fcnk\u00fc ayn\u0131 kanun ilkesi yanda\u015fa ayr\u0131, muhalife ayr\u0131 uygulan\u0131r. Birinin yanl\u0131\u015f\u0131 dahi cezaland\u0131r\u0131lmaz, \u00f6tekinin do\u011frusu dahi ceza kapsam\u0131na sokulur. B\u00f6ylece, g\u00fcya \u2018vatan ve millet\u2019le \u00f6zde\u015fle\u015ftirilen ki\u015fi veya z\u00fcmre hesab\u0131na hakk\u0131n hat\u0131r\u0131 k\u0131r\u0131l\u0131r. Zira ilke istisna, keyf\u00eelik kural halini al\u0131r. Bu keyf\u00eelik ve ke\u015fmeke\u015fle uygulanan \u015fiddet ise, \u2018hamiyet\u2019le me\u015frula\u015ft\u0131r\u0131l\u0131r: \u201cVatan i\u00e7in yapt\u0131m.\u201d \u201c\u00dclkenin gelece\u011fi b\u00f6yle gerektiriyor.\u201d \u201cDevletin bekas\u0131na giden yol buradan ge\u00e7iyor.\u201d \u201cS\u00f6zkonusu olan vatan ise, adalet teferruatt\u0131r.\u201d \u201cMilletim i\u00e7in ne gerekiyorsa yapar\u0131m, g\u00f6z\u00fcm\u00fc k\u0131rpmam.\u201d \u201cKimse benim vatanseverli\u011fimi sorgulayamaz.\u201d<\/p>\n<p>Sonu\u00e7 almak i\u00e7in \u015fiddete ba\u015fvurmaktan \u00e7ekinmeyen, uygulad\u0131\u011f\u0131 haks\u0131z ve kanunsuz \u015fiddeti ise \u2018hamiyet\u2019 ve \u2018vatanseverlik\u2019 s\u00f6ylemiyle me\u015frula\u015ft\u0131rmaya \u00e7al\u0131\u015fan bu anlay\u0131\u015f, ba\u015fka pek \u00e7ok de\u011ferin yan\u0131nda, en ba\u015fta adaleti yok etmekte ve gerisi \u00e7orap s\u00f6k\u00fc\u011f\u00fc gibi gelmektedir.<\/p>\n<p>Oysa yine Bedi\u00fczzaman\u2019\u0131n gerek o d\u00f6nemde gerek sonras\u0131nda yazd\u0131\u011f\u0131 b\u00fct\u00fcn eserlerde vurgulad\u0131\u011f\u0131 \u00fczere, adalet, varolu\u015fun en temel ilkelerinden biri oldu\u011fu gibi, insan\u0131n insan olarak varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmesinin, insanca bir sosyal hayat tesisinin ve insanca bir siyas\u00ee yap\u0131 ortaya \u00e7\u0131kmas\u0131n\u0131n olmazsa olmaz\u0131 niteli\u011findedir. Dolay\u0131s\u0131yla, siyaset \u00e2leminde yer alanlar, kendilerini adaletle kay\u0131t alt\u0131nda tutma, adaleti g\u00f6zetme, sen-ben, biz-onlar, b\u00fcy\u00fck-k\u00fc\u00e7\u00fck ayr\u0131m\u0131na girmeksizin \u2018hak hakt\u0131r\u2019 \u00f6l\u00e7\u00fcs\u00fcnce hareket etme sorumlulu\u011fu alt\u0131ndad\u0131r. Yok e\u011fer s\u00f6z\u00fcmona \u2018hamiyet\u2019 nam\u0131na adalet par\u00e7aland\u0131\u011f\u0131nda, hak \u2018b\u00fcy\u00fck-k\u00fc\u00e7\u00fck,\u2019 \u2018bizimki-onlar\u0131nki\u2019 diye ayr\u0131l\u0131r ve ayr\u0131 muamele g\u00f6r\u00fcr hale geldi\u011finde, \u2018kamu yarar\u0131\u2019 ad\u0131na, \u2018milletin selameti\u2019 hesab\u0131na, \u2018vatan nam\u0131na\u2019 diye diye hukuklar zayi edilmeye ba\u015flar; ve adaleti tersy\u00fcz etme f\u0131rsat\u0131 sunan b\u00f6ylesi bir zeminde \u015fiddet kendisine bir yol ve zemin bulur. Hamiyet, adalet ile terbiye edilme ve adalet ile kay\u0131t alt\u0131na al\u0131nma durumundad\u0131r. Aksi takdirde, \u015fiddet kendisini \u2018hamiyet\u2019 maskesiyle pazarlamaya giri\u015fir. Halbuki, \u201c\u015eiddet ayr\u0131, hamiyet ayr\u0131d\u0131r.\u201d<\/p>\n<p>Dolay\u0131s\u0131yla, bir ki\u015finin, z\u00fcmrenin, partinin, cemaatin, c\u00e2mian\u0131n, milletin, devletin \u2018hamiyet\u2019i muhakkak \u2018adalet\u2019 terazisiyle \u00f6l\u00e7\u00fclmelidir. Adaleti \u00e7i\u011fneyen bir hamiyet iddias\u0131yla gelen \u015fiddet, asla ve asla \u2018ama hamiyetli insanlar,\u2019 \u2018ama vatan millet nam\u0131na yap\u0131yorlar,\u2019 \u2018ama devletin bekas\u0131\u2019 gibi z\u0131rhlara b\u00fcr\u00fcyerek savunulmamal\u0131d\u0131r. Bilakis \u201c\u015eiddet ayr\u0131, hamiyet ayr\u0131d\u0131r\u201d \u00f6l\u00e7\u00fcs\u00fcnce hareket ederek, \u015fiddeti me\u015fru g\u00f6ren, kendisini de \u015fiddete mecbur bilen bir \u2018hamiyet\u2019in kategorik olarak reddi gerekir.<\/p>\n<p>Gelin g\u00f6r\u00fcn ki, bu topraklarda bir \u0130ttihat\u00e7\u0131 hastal\u0131\u011f\u0131 olarak \u2018\u015fiddet\u2019ini \u2018hamiyet\u2019le me\u015frula\u015ft\u0131rma her zaman\u0131n ge\u00e7er ak\u00e7esi oldu maalesef. \u2018\u015eiddet\u2019le bula\u015f\u0131k \u2018hamiyet\u2019ler \u2018adaletin tevziinde adalet\u2019e m\u00fcsaade etmedi\u011fi i\u00e7in de her zaman ortal\u0131kta zul\u00fcm kol gezdi. O y\u00fczden sopal\u0131 se\u00e7imler oldu. O y\u00fczden Tehcir ile bir b\u00fcy\u00fck zulme kap\u0131 araland\u0131. O y\u00fczden Takr\u00eer-i S\u00fck\u00fbn d\u00f6nemi ya\u015fand\u0131. O y\u00fczden Dersim\u2019de insanlar \u00e7oluk \u00e7ocuk demeden bombaland\u0131. O y\u00fczden T\u00fcrk olmayan\u0131 veya kendisini \u2018T\u00fcrk\u2019 g\u00f6rmeyeni tehdit olarak g\u00f6ren, dindar\u0131 da tehdit olarak alg\u0131layan tek parti zihniyeti s\u00f6z\u00fcmona \u2018hamiyet\u2019 ad\u0131na \u015fiddetine yol buldu. O y\u00fczden 6-7 Eyl\u00fcl olaylar\u0131 oldu\u2026<\/p>\n<p>\u201c\u015eiddet ayr\u0131, hamiyet ayr\u0131d\u0131r\u201d demeyip bilakis \u2018\u015fiddet\u2019le \u2018hamiyet\u2019 \u00f6l\u00e7en ve s\u00f6z\u00fcmona \u2018vatanseverlik\u2019 k\u0131l\u0131f\u0131yla her t\u00fcrl\u00fc \u015fiddeti me\u015frula\u015ft\u0131ran bu anlay\u0131\u015f iledir ki, bu \u00fclkede d\u00fcnden bug\u00fcne devlet i\u00e7inde bir \u2018derin devlet\u2019 hep varoldu, \u2018devlet ad\u0131na\u2019 zul\u00fcmler i\u015flendi ve bu zul\u00fcmler \u2018vatan i\u00e7in\u2019 diye mazur g\u00f6r\u00fcld\u00fc.
