Abd\u00fclhamit&#8217;in, zorunlu olarak II. Me\u015frutiyet&#8217;i ilan etmek zorunda kald\u0131\u011f\u0131 tarihtir.<\/p>\n<p>1910&#8217;a kadar uygulanan tezkirenin amac\u0131, bazen \u0130stanbul&#8217;a gelmesi istenmeyen Ni\u011fde&#8217;den kefereler, bazen K\u00fcrtler, bazen de Arnavutlard\u0131.<\/p>\n<p>Son d\u00f6nemlerde ise g\u00fcvenin iyice azald\u0131\u011f\u0131 Ermenilerdi.<\/p>\n<p>\u0130htisap A\u011fal\u0131\u011f\u0131 Nizamnamesi&#8217;nin 23. Maddesi&#8217;ne g\u00f6re, a\u00e7\u0131k\u00e7a K\u00fcrtlerin -koyun nakleden Konya Cihanbeyli ve Ali\u015fanl\u0131 a\u015firetleri d\u0131\u015f\u0131ndakilerin, &#8211; istisnai durumlar hari\u00e7- herhangi bir sebeple \u0130stanbul&#8217;a gelmesi yasakt\u0131.<\/p>\n<p>Bitlis Valisi&#8217;nin tezkiresinde zikredilen hastal\u0131k tedavisi gibi gerek\u00e7eler, \u0130stanbul i\u00e7in m\u00fcrur tezkeresi talep etme nedenleri aras\u0131nda yer almaktad\u0131r.<\/p>\n<p>Seyahat belgesindeki a\u00e7\u0131klamalar ve Zaptiye Naz\u0131r\u0131&#8217;yla g\u00f6r\u00fc\u015fmesindeki tavr\u0131 ve konu\u015fmalar\u0131, Sarayca, \u015fuurunda anormallik bulundu\u011fu seklinde yorumlanacak ki, 30 Mayis 1908 tarihli telgrafla, hakk\u0131nda Van Valisi&#8217;nden bilgi istenir.<\/p>\n<p>Said-i K\u00fcrdi&#8217;nin \u0130stanbul&#8217;a geli\u015f sebebinde, a\u00e7\u0131k\u00e7a K\u00fcrdistan&#8217;da ya\u015fanan ke\u015fmeke\u015f ve cehaletin yol a\u00e7t\u0131\u011f\u0131 K\u00fcrtlerin maduniyeti\/ d\u0131\u015flanma, (\u00f6zne olamama, alt, ast olma hali) sorunu vard\u0131r.<\/p>\n<p>Fenni ve dini ilimleri birlikte ders verecek ve e\u011fitim dili K\u00fcrt\u00e7e olarak tasarlanan okulla\u015fmay\u0131, bu maduniyetin kal\u0131c\u0131 \u00e7\u00f6z\u00fcm kap\u0131s\u0131 olarak g\u00f6r\u00fcyor. Bu tabii ve hakl\u0131 talebi i\u00e7in, Saray&#8217;\u0131 ikna edebilece\u011fini d\u00fc\u015f\u00fcn\u00fcyor.<\/p>\n<p>\u00d6zellikle Van, Bitlis gibi vilayetlerde yayg\u0131n \u015fekilde faaliyet g\u00f6steren Ermeni okullar\u0131n\u0131n ulusal uyan\u0131\u015ftaki rolleri, ona ilham kayna\u011f\u0131 olmu\u015ftur.<\/p>\n<p>\u0130stanbul&#8217;a geldi\u011finde ba\u015flatt\u0131\u011f\u0131 ilmi d\u00fcellonun amac\u0131 (ulemay\u0131 m\u00fcnazaraya davet etme meselesi), ilmi \u00e7evrelerin, K\u00fcrdistan ulema s\u0131n\u0131f\u0131na \u00fcstenci bakisini k\u0131rmak ve b\u00f6lgedeki maarif\/ e\u011fitim sorununa, Saray&#8217;\u0131n dikkatini \u00e7ekmek i\u00e7indir.<\/p>\n<p><strong>Abd\u00fclhamid&#8217;e muhalefet<\/strong><\/p>\n<p>\u0130stanbul&#8217;a gelir gelmez mabeyne sundu\u011fu dilek\u00e7enin, Saray&#8217;la ba\u015f\u0131n\u0131 belaya soktu\u011fu ve bu sebeple Abd\u00fclhamid&#8217;e muhalif olmaya ba\u015flad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p>Bu dilek\u00e7e, \u0130stanbul&#8217;da ba\u015flayan yazma maceras\u0131n\u0131n da ilk ad\u0131m\u0131d\u0131r. Bu belgenin orijinali bulunmasa da, 17 Aral\u0131k 1908 se\u00e7imlerine alt\u0131 g\u00fcn kala,\u00a0<em>&#8220;\u015eark ve K\u00fcrdistan&#8221;\u00a0<\/em>gazetesinde aynen yay\u0131nlanm\u0131\u015ft\u0131r.<\/p>\n<p>H\u00fcrriyet&#8217;in ilan\u0131ndan sonra,\u00a0<em>&#8220;K\u00fcrtler Yine Muhta\u00e7t\u0131r&#8221;\u00a0<\/em>basl\u0131\u011f\u0131yla yay\u0131nlanan a\u015fa\u011f\u0131daki dilek\u00e7ede, Abd\u00fclhamid y\u00f6netimine verilen mesajlar \u015f\u00f6yledir:<\/p>\n<blockquote><p><em>Millet-i Osmani meyan\u0131nda\/ i\u00e7inde m\u00fchim bir unsur te\u015fkil eden K\u00fcrdistan ahalisinin ahvali malum ise de, hizmet-i mukaddesat-i ilmiyeye dair baz\u0131 metalibat\u0131\/ talepleri arzetmeye m\u00fcsaade dilerim.<\/p>\n<p>Su cihan-i medeniyette ve su asr-i terakki ve m\u00fcsabakatta, sair ihvan gibi yekaheng-i terakki olmak i\u00e7in himmet-i h\u00fck\u00fbmetle K\u00fcrdistan&#8217;\u0131n kasaba ve kurras\u0131nda mekatip\/mektepler tesis ve in\u015fa buyurulmu\u015f oldu\u011fu, ayn-i \u015f\u00fckranla me\u015fhud ise de, bundan yaln\u0131z lisan-i T\u00fcrkiye a\u015fina etfal \/\u00e7ocuklar istifade ediyor.<\/p>\n<p>Lisan-i T\u00fcrkiye a\u015fina olmayan evlad-i Ekrad\/ T\u00fcrk\u00e7e bilmeyen K\u00fcrt evlatlar\u0131 yaln\u0131z medaris-i ilmiyeyi maden-i kemalat bilmeleri\/ sadece ilmi medreseleri geli\u015fmenin kayna\u011f\u0131 olarak g\u00f6rmeleri ve mekatib muallimlerinin lisan-i mahalliye adem-i vukuflar\u0131 cihetiyle\/ mektep \u00f6\u011fretmenlerinin yerel dili (K\u00fcrt\u00e7eyi) bilmemelerinden dolay\u0131 maariften\/ e\u011fitimden mahrum kalmaktad\u0131r. Bu ise vah\u015feti, ke\u015fmeke\u015fi\/ karga\u015fay\u0131, dolay\u0131s\u0131yla garbin \u015fematetini\/ \u015femata (kuru g\u00fcr\u00fclt\u00fc, ba\u015fkas\u0131na gelen zarara sevinme) davet ediyor. Bu ise ehl-i hamiyeti d\u00fc\u015f\u00fcnd\u00fcr\u00fcr. Ve bu \u00fc\u00e7 nokta K\u00fcrtler i\u00e7in m\u00fcstakbelde bir darbe-i m\u00fcthi\u015fe haz\u0131rl\u0131yor gibi ehl-i basireti da\u011fdar etmi\u015ftir.<\/p>\n<p>Bunun \u00e7aresi: Numune-i imtisal ve sebeb-i te\u015fvik ve ter\u011fib olmak i\u00e7in, Kurdistan nikat-i muhtelifesinden\/ de\u011fi\u015fik noktalar\u0131ndan, biri &#8220;Arto\u015f (Ertu\u015fi)A\u015fairi&#8221; merkezi olan Beytu\u015f\u015febap cihetinde, digeri Mutkan, Belkan, Sason vasat\u0131nda, biri de Sipkan ve Haydaran vasat\u0131nda olan Van&#8217;da, medrese nam melufuyla\/ tan\u0131d\u0131k gelen medrese ad\u0131yla ulum-u diniye ve fununu lazime ile beraber\/dini ilimler ve modern fenlerin beraber(\u00f6\u011fretildi\u011fi), hi\u00e7 olmazsa elli\u015fer talebe bulunmak ve oraca medar-i mai\u015fetleri\/burs ihtiya\u00e7lar\u0131 h\u00fck\u00fbmet-i seniyyece\/ y\u00fcce h\u00fck\u00fcmet\u00e7e tesviye edilmek\/ kar\u015f\u0131lanmak \u00fczere, \u00fc\u00e7 daru&#8217;t-talim\/ e\u011fitim kurumu tesis edilmelidir.<\/p>\n<p>Baz\u0131 medarisin\/ medreseleri dahi ihyas\u0131\/ modernizasyonu, Kurdistan&#8217;in maddi ve manevi hayat-i istikbaliyesini\/ gelece\u011fini temin eden esbab-i muhimedendir\/ \u00f6nemli sebeplerdendir. Bununla maarifin\/ e\u011fitimin temeli teess\u00fcs eder\/ kurulur. Ve bu mebde-i teess\u00fcsten\/ kurulumun ba\u015flamas\u0131yla ittihad takarrur edecek\/ birlik ger\u00e7ekle\u015fecek. Ihtilaf-i dahiliden dolay\u0131 mahf olan kuvve-i cesimeyi\/ b\u00fcy\u00fck kuvveti h\u00fck\u00fbmetin eline vermekle harice sarf ettirmek i\u00e7in hakk\u0131yla m\u00fcstahak-i adalet ve kabil-i medeniyet olduklar\u0131 gibi, cevher-i \u00a0f\u0131triyelerini\/ \u00f6z de\u011ferlerinin (de) g\u00f6stereceklerdir.\u00a0<\/em><\/p>\n<p class=\"rteright\"><em>Molla Said-i Me\u015fhur (s. 45)<\/em><\/p>\n<\/blockquote>\n<p>Said-i K\u00fcrdi, dilek\u00e7ede \u00fc\u00e7 sorunun alt\u0131n\u0131 \u00e7izer. Bunlara \u00e7\u00f6z\u00fcm getirilmemesi durumunda, K\u00fcrtleri korkun\u00e7 bir gelece\u011fin bekledi\u011fini ifade eder.<\/p>\n<p>\u00c7\u00f6z\u00fcm bekleyen sorunlar\u0131n ba\u015f\u0131nda Abd\u00fclhamid y\u00f6netiminin K\u00fcrdistan&#8217;a y\u00f6nelik yanl\u0131\u015f e\u011fitim politikalar\u0131, K\u00fcrtlerin sosyopolitik ve pedagojik ihtiya\u00e7lar\u0131na g\u00f6re planlanmam\u0131\u015f i\u015flevsiz e\u011fitim kurumlar\u0131 gelmektedir.<\/p>\n<p>H\u00fck\u00fbmetin a\u00e7t\u0131\u011f\u0131 okullar\u0131n e\u011fitim dilinin T\u00fcrk\u00e7e olmas\u0131 ve \u00f6\u011fretmenlerinin K\u00fcrt\u00e7e bilmemesini ele\u015ftirir. K\u00fcrt \u00e7ocuklar\u0131n\u0131n, s\u0131rf bu y\u00fczden e\u011fitimden yoksun kald\u0131\u011f\u0131n\u0131 dile getirir.<\/p>\n<p>\u0130kinci olarak i\u015faret edilen sorun, e\u011fitimsizlik y\u00fcz\u00fcnden ortaya \u00e7\u0131kan, gerek a\u015firetler aras\u0131, gerek farkl\u0131 dinsel ve etnik farkl\u0131l\u0131klara kar\u015f\u0131 sergilenen hukuksuzluklar ve ya\u015fanan kar\u0131\u015f\u0131kl\u0131klard\u0131r.<\/p>\n<p>Devr-i \u0130stibdatta t\u0131marhaneden sonra tevkifhaneye at\u0131lan Said-i K\u00fcrdi, Abd\u00fclhamid rejimiyle be\u015f defa pen\u00e7ele\u015fti\u011fini \u015f\u00f6yle anlat\u0131r:<\/p>\n<blockquote><p>Bir kere Mabeyn&#8217;de y\u0131rt\u0131ld\u0131. \u015ei\u015fli&#8217;de bir Ermeni&#8217;nin evine d\u00fc\u015ft\u00fcm, orada y\u0131rt\u0131ld\u0131. \u015eekerci Han\u0131&#8217;na d\u00fc\u015ft\u00fcm, orada y\u0131rt\u0131ld\u0131. T\u0131marhaneye d\u00fc\u015ft\u00fcm. Simdi de tarassuthaneye\/ nezarethaneye d\u00fc\u015ft\u00fcm.<\/p><\/blockquote>\n<p>B\u00f6ylece \u00f6mr\u00fcn\u00fcn sonuna kadar,<em>\u00a0&#8220;mahkeme, hapishane, s\u00fcrg\u00fcn&#8221;\u00a0<\/em>k\u0131skac\u0131ndan ge\u00e7en hayat\u0131 i\u00e7in ilk i\u015faret fi\u015fe\u011fi, II. Abd\u00fclhamid d\u00f6neminde at\u0131ld\u0131 diyebiliriz.<\/p>\n<p><strong>Atat\u00fcrk&#8217;\u00fcn milletvekilli\u011fi teklifi<\/strong><\/p>\n<p>\u0130stanbul&#8217;daki faaliyetleri ve duru\u015fu, Ankara&#8217;n\u0131n dikkatinden ka\u00e7mam\u0131\u015ft\u0131r. 1822&#8217;de, birka\u00e7 kez \u015fifre ile yeni kurulan B\u00fcy\u00fck Millet Meclisi&#8217;ne davet edilir.<\/p>\n<p>Bu s\u00fcre\u00e7te gerek K\u00fcrdistan&#8217;da, gerek \u0130stanbul&#8217;da bulunan K\u00fcrt Teali Cemiyeti \u00fcyelerine Mustafa Kemal&#8217;in mektup g\u00f6nderip destek istedi\u011fi bilinmektedir.<\/p>\n<p>Kendisini tan\u0131yan 18 milletvekilinden gelen ayn\u0131 y\u00f6ndeki davetler \u00fczerine, b\u00fcy\u00fck ihtimalle 6 veya 7 Kas\u0131m 1922&#8217;de, ye\u011feni Abdurrahman ile \u0130stanbul&#8217;dan Ankara&#8217;ya ge\u00e7er.<\/p>\n<p>Davetin arkas\u0131nda Mustafa Kemal&#8217;in bulundu\u011funu bizzat s\u00f6yler. 9 Kas\u0131m&#8217;da 1922&#8217;de B\u00fcy\u00fck Millet Meclisi oturumuna dinleyici olarak kat\u0131l\u0131r.<\/p>\n<p>Baz\u0131 K\u00fcrt milletvekilleri taraf\u0131ndan\u00a0<em>&#8220;Vilayet-i \u015earkiye&#8217;nin Ulema-i Benami\/ Do\u011fu \u0130llerinin \u00dcnl\u00fc Alimi&#8221;<\/em>\u00a0s\u0131fat\u0131yla an\u0131lan Molla Said i\u00e7in Meclis&#8217;te, resmi hosamedi\/kar\u015f\u0131lama t\u00f6reni d\u00fczenlenmesi teklifi kabul edilir.<\/p>\n<p>Mustafa Kemal ac\u0131s\u0131ndan bu s\u00fcre\u00e7te, Said-i K\u00fcrdi ve benzeri isimlere yap\u0131lan davetler, kendi hedeflerine varmak i\u00e7in tasarlanm\u0131\u015ft\u0131r.<\/p>\n<p>Bir yanda Lozan g\u00f6r\u00fc\u015fmeleri s\u00fcrerken, di\u011fer yandan al\u0131nan gizli kararlar, h\u0131zla prati\u011fe ge\u00e7irilmek istenmektedir.<\/p>\n<p>Ancak as\u0131l amac\u0131 bildi\u011fi i\u00e7in milletvekilli\u011fi ve<em>\u00a0&#8220;\u015eark Vilayetleri Umum Vaizli\u011fi&#8221;<\/em>\u00a0teklifini kabul etmez. Bunu, de\u011ferli eseri\u00a0<em>M\u00fcdafalar&#8217;da (Zehra Yay\u0131nlar\u0131 s.723,735)\u00a0<\/em>\u015f\u00f6yle a\u00e7\u0131klar:<\/p>\n<blockquote><p><em>Mustafa Kemal, iki defa \u015fifre yolu ile Van eski valisi ve benim dostum Tahsin Bey vas\u0131tas\u0131yla beni -ne\u015fredilen Hutuvat-i Sitte&#8217;ye m\u00fckafaten taltif i\u00e7in &#8211; Ankara&#8217;ya celp etti. Gittim. Seyh Sunusi, K\u00fcrt\u00e7e lisani bilmedi\u011finden beni onun yerinde 300 lira maa\u015fla Vilayet-i Sarkiye Vaiz-i Umumisi, hem mebus hem Diyanet Riyaseti dairesinde Dar\u00fc&#8217;l Hikmet azalar\u0131yla beraber eski vazifem ile memnun etmek ve benim Van&#8217;da temelini att\u0131\u011f\u0131m Medreset\u00fc&#8217;z-Zehra ve Sark Dar&#8217;\u00fcl-F\u00fcn\u00fcn&#8217;\u00fcma\/ \u00dcniversiteme Sultan Re\u015fad&#8217;\u0131n verdi\u011fi 19 bin alt\u0131n lira &#8211; 200 mebus i\u00e7inde 163&#8217;unun imzas\u0131yla- 150 bin banknot ibla\u011f edilerek kabul etmi\u015ftir.<\/em><\/p><\/blockquote>\n<p><strong>G\u00fcce e\u011filmedi, dosttan darbe yedi<\/strong><\/p>\n<p>Abd\u00fclhamid d\u00f6neminde, devlet politikas\u0131 haline gelen K\u00fcrt ileri gelenlerini r\u00fc\u015fvetle yola getirme tavr\u0131n\u0131,\u00a0<em>&#8220;Devr-i \u0130stibdat ve Said-i K\u00fcrdi&#8217;nin Pen\u00e7ele\u015fmesi&#8221;<\/em>\u00a0ba\u015fl\u0131kl\u0131 yaz\u0131s\u0131nda sert bir dille ele\u015ftirir.<\/p>\n<p>Kendisine yap\u0131lan teklife de \u015f\u00f6yle kar\u015f\u0131 \u00e7\u0131kar:<\/p>\n<blockquote><p><em>Ben maa\u015f dilencisi de\u011filim. 1000 lira da olsa kabul edemem. Hem de bu bana vermek istedi\u011finiz r\u00fc\u015fvet ve hakk-\u0131 sukuttur\/ sus pay\u0131d\u0131r.<\/em><\/p><\/blockquote>\n<p>\u015eefik Pa\u015fa&#8217;yla tart\u0131\u015fmalar\u0131nda ge\u00e7en maa\u015f\u0131 reddetme meselesi,\u00a0<em>&#8220;H\u00fcrriyetin \u0130lan\u0131&#8221;<\/em>ndan bir ay sonra, \u00d6zel Kalem&#8217;den Dahiliye Nezareti&#8217;ne g\u00f6nderilen tezkire ile de do\u011frulanmaktad\u0131r.<\/p>\n<p>Abd\u00fclhamid ve Cumhuriyet d\u00f6neminden verilen iki \u00f6rnek de, k\u0131yafetiyle, fikriyle, tavr\u0131yla \u00f6zel bir \u015fahsiyet oldu\u011funun, hakl\u0131 davas\u0131nda, rakipsiz devlet g\u00fcc\u00fcne bile boyun e\u011fmedi\u011finin ac\u0131k delilidir.<\/p>\n<p>Bedi\u00fczzaman&#8217;a hayat, Atat\u00fcrk&#8217;\u00fcn i\u015fbirli\u011fi teklifine verdi\u011fi olumsuz cevapla, 23 Mart 1960&#8217;ta Urfa&#8217;da vefat\u0131na kadar,\u00a0<em>&#8220;mahkeme- mapushane- s\u00fcrg\u00fcn&#8221;\u00a0<\/em>k\u0131skac\u0131nda zindan edilmi\u015ftir.<\/p>\n<p>Hele 11 Mart 1924&#8217;te, medreselerin, Milli E\u011fitim Bakan\u0131 Bedirhani (Cizre&#8217;nin K\u00fcrt Prenslik hanedan\u0131) Vas\u0131f \u00c7\u0131nar (CHP S\u00f6zc\u00fcs\u00fc Faik \u00d6ztrak&#8217;\u0131n day\u0131s\u0131) imzas\u0131yla kapat\u0131lmas\u0131, Medreset&#8217;\u00fcl Zehra hayalini k\u00f6kten bitirir.<\/p>\n<p>Kendisine vatan topra\u011f\u0131nda bir mezar dahi fazla g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p>Bu arada, \u00f6l\u00fcm yolculu\u011funa d\u00f6nen Urfa&#8217;ya zorla gidi\u015fine, zaman\u0131n bas\u0131n\u0131nda sadece Vanl\u0131 Ya\u015far Kemal&#8217;in destek vermesini kaydetmek de bir vefa borcudur.<\/p>\n<p>Oysa onun muhalefeti, \u0130stiklal Harbi&#8217;nin ba\u015fkomutanlar\u0131ndan Kaz\u0131m Karabekir, annesi Hayriye R\u00fcveyde taraf\u0131ndan K\u00fcrt Bedirhan Pa\u015fa&#8217;n\u0131n torunu, baba taraf\u0131ndan \u00c7erkez olan Rauf Orbay&#8217;\u0131n tavr\u0131 kadar, me\u015frudur.<\/p>\n<p>14 Mayis1928&#8217;de, \u015eeyh Sait Harekat\u0131yla ilgili olarak Diyarbak\u0131r, Elaziz, Van, Bitlis, Hakkari, Mardin Urfa, Siirt, Bayazit ve Malatya vilayetleri ile Besni, H\u0131n\u0131s ve Ki\u011f\u0131 kazalar\u0131nda olayda su\u00e7lananlar i\u00e7in af \u00e7\u0131kar\u0131l\u0131r.<\/p>\n<p>Bu s\u00fcre\u00e7te Burdur ve Isparta Barla&#8217;da s\u00fcrg\u00fcn olan \u00fcstat, serencam\u0131n\u0131, \u015f\u00f6yle dile getiriyor:<\/p>\n<blockquote><p><em>Harb-i Umumi&#8217;de g\u00f6n\u00fcll\u00fc alay kumandan\u0131 olarak, iki sene \u00e7al\u0131\u015ft\u0131m, \u00e7arp\u0131\u015ft\u0131m. Halbuki Ruslar, K\u00fcrt g\u00f6n\u00fcll\u00fc kumandan\u0131 suretinde, Kazaklar\u0131 ve esirleri kesen gaddar adam nazar\u0131yla bana bakt\u0131klar\u0131 halde, beni dersten menetmediler. Arkada\u015f\u0131m olan 90 esir zabitin k\u0131sm-\u0131 ekserisine ders veriyordum. Hem ayn\u0131 k\u0131\u015flada bir oday\u0131 mescit yapt\u0131k. Ben imaml\u0131k yap\u0131yordum. Hi\u00e7 m\u00fcdahale etmediler. \u0130htilattan men etmediler.
