Ancak uluslar i\u00e7in\u201d ileriye do\u011fru yan\u0131lmaman\u0131n\u201d en \u00f6nemli yan\u0131 kendi ge\u00e7mi\u015flerini bilmeleri ve ona g\u00f6re ileriyi hesaplamalar\u0131d\u0131r. Bundan hareketle K\u00fcrt Teali Cemiyeti\u2019nin \u0130ttihat ve Terakki Cemiyeti (\u0130TC) gibi ba\u015far\u0131l\u0131 olamamas\u0131n\u0131n sebebini neyle a\u00e7\u0131klayabiliriz?\u00a0\u00a0<\/span><\/em><\/strong><\/p>\n<div class=\"code-block code-block-6\"><\/div>\n<p class=\"p1\"><span class=\"s1\">Bahsetti\u011finiz yaz\u0131da K\u00fcrdistan Teali Cemiyeti\u2019nin (KTC) merkez \u015fubesinin faaliyetlerinden daha ziyade K\u00fcrdistan\u2019da a\u00e7m\u0131\u015f oldu\u011fu \u015fubeler \u00fczerinde durmak istedim. \u00c7\u00fcnk\u00fc KTC\u2019ne yap\u0131lan ele\u015ftirilerden biri de, \u201cK\u00fcrdistan topraklar\u0131 \u00fczerinde bir kurtulu\u015f hareketi \u00f6rg\u00fctleyemedi\u011fi ve \u0130stanbul\u2019da oturup K\u00fcrdistan topraklar\u0131n\u0131 Kemal Pa\u015fa\u2019ya terketti\u011fi\u201d \u015feklindedir. Yay\u0131m\u0131 devam eden bu yaz\u0131 dizisinde, KTC\u2019nin yakla\u015f\u0131k bir bu\u00e7uk y\u0131ll\u0131k faaliyeti s\u00fcresince K\u00fcrdistan\u2019da ne kadar \u00f6rg\u00fctlenebildi\u011fini ve ka\u00e7 \u015fube a\u00e7abildi\u011fin ara\u015ft\u0131rmaya \u00e7al\u0131\u015ft\u0131m. Cemiyetin yay\u0131n organlar\u0131ndan biri olan J\u00een dergisinde \u201cK\u00fcrd cemiyetinin \u015fubeleri ni\u00e7in sed edilmi\u015ftir (kapat\u0131lm\u0131\u015ft\u0131r)\u201d ba\u015fl\u0131\u011f\u0131yla yay\u0131mlanan yaz\u0131da \u00f6rg\u00fct\u00fcn K\u00fcrdistan\u2019da toplam 19 \u015fubesinin a\u00e7\u0131ld\u0131\u011f\u0131n \u00f6\u011freniyoruz. O g\u00fcn\u00fcn ko\u015fullar\u0131nda ve yakla\u015f\u0131k bir bu\u00e7uk y\u0131ll\u0131k faaliyet s\u00fcresince 19 \u015fubenin kurulu\u015fu, do\u011frusu \u00f6rg\u00fctleme faaliyetlerini K\u00fcrdistan topraklar\u0131na ta\u015f\u0131ma amac\u0131 do\u011frultusunda olduk\u00e7a \u00f6nemli bir performans. 1920\u2019nin ilk yar\u0131s\u0131 dahi dolmadan \u00f6nce \u015fubeleri olmak \u00fczere M. Kemalin ve \u0130stanbul H\u00fck\u00fcmeti\u2019nin ortak hareketiyle KTC dava edilerek kapat\u0131lmaya ba\u015fland\u0131. Daha sonra da \u00f6rg\u00fct kendi i\u00e7inde Seyid Abd\u00fclkadir\u2019in temsil etti\u011fi K\u00fcrdistan i\u00e7in \u201cOtonomi\u201d taraftarlar\u0131 ile Mehmed Emin Bedirhan\u2019\u0131n temsil etti\u011fi \u201cBa\u011f\u0131ms\u0131zl\u0131k\u00e7\u0131\u201dlar olmak \u00fczer iki guruba ayr\u0131ld\u0131. Ba\u011f\u0131ms\u0131zl\u0131k\u00e7\u0131 gurup, K\u00fcrd Te\u015fkilat\u0131 \u0130\u00e7timaiye Cemiyeti ad\u0131yla yeni bir \u00f6rg\u00fct kurdular ve onun b\u00fcnyesinde \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcrd\u00fcler.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sorunuzun ikinci k\u0131sm\u0131na gelince; evet imparatorluk bakiyesinden kalan ve en kalabal\u0131k n\u00fcfusa sahip M\u00fcsl\u00fcman topluluklardan bir olan K\u00fcrdler, KTC \u00f6rg\u00fctlemesiyle hedefledikleri Wilson Prensiplerinin K\u00fcrd milleti i\u00e7in de uygulanmas\u0131 amac\u0131na ula\u015famam\u0131\u015ft\u0131r. \u0130ttihat ve Terakki Cemiyeti (\u0130TC) ve onun ard\u0131llar\u0131 ise, s\u00fcnni M\u00fcsl\u00fcmanl\u0131\u011f\u0131n bask\u0131n oldu\u011fu T\u00fcrk etnisitesininin egemen oldu\u011fu bir \u201cdevlet-ulus\u201d ya da \u201culus-devlet\u201d kurmay\u0131 ba\u015fard\u0131. D\u00f6nemin i\u00e7 ve d\u0131\u015f toplumsal-siyasi dengelerine fazla girmeden, bu iki cemiyet aras\u0131nda \u00e7ok \u00f6zet olarak bir k\u0131yaslama yap\u0131l\u0131rsa, baz\u0131 temel hususlar\u0131n g\u00f6z\u00f6n\u00fcnde bulundurulmas\u0131 \u00f6nemlidir. \u0130TC\u2019nin k\u00f6keni ta \u0130ttihad-\u0131 Osman\u00ee Cemiyeti ve daha sonra da Osmanl\u0131 \u0130ttihat ve Terakki Cemiyeti gibi adlar\u0131 alan ve KTC\u2019inden yakla\u015f\u0131k 30 y\u0131l \u00f6nce kurulmu\u015f olan cemiyetlere dayanmaktad\u0131r. Bu silsilenin ortak ve \u00f6ng\u00f6r\u00fcl\u00fcr bir K\u00fcrt akl\u0131 \u00fcretememesinin sebebi nedir ?\u00a0<\/span><\/strong><\/em><\/p>\n<p class=\"p1\"><span class=\"s1\">K\u00fcrdlerin tarihine ve K\u00fcrd toplumunun sosyal yap\u0131s\u0131na bakt\u0131\u011f\u0131m\u0131zda, a\u015firetsel yap\u0131, modern \u00f6ncesi d\u00f6nem K\u00fcrdlerinin sosyal \u00f6rg\u00fctlenmesinin en \u00f6nemli unsurlar\u0131ndan biridir. Mirlikler ise kale, \u015fehir ve b\u00f6lge devletleri bi\u00e7iminde belli bir co\u011frafik alan \u00fczerinde s\u00fcrekli egemenlik hakk\u0131 \u015feklinde tezah\u00fcr etmi\u015ftir. 1514\u2019te Osmanl\u0131 y\u00f6netim sistemine kar\u015f\u0131l\u0131kl\u0131 bir anla\u015fma sonucu kat\u0131lan K\u00fcrdler, kendi kendini y\u00f6netmek \u00fczere \u201cSancak\u201d, \u201cH\u00fck\u00fcmet\u201d ve \u201cEyalet\u201d gibi stat\u00fclerle K\u00fcrdistan\u0131 y\u00f6netmek i\u00e7in yeni bir yap\u0131lanmaya gitmi\u015fler ve bu anla\u015fma 1800\u2019lerin ba\u015flar\u0131na kadar devam etmi\u015ftir. Osmanl\u0131n\u0131n merkezile\u015fme politikas\u0131na kar\u015f\u0131, 1800\u2019lerin ba\u015flar\u0131ndan sonlar\u0131na kadar yakla\u015f\u0131k 100 y\u0131l\u0131k bir d\u00f6nem boyunca K\u00fcrd Mirlikleri kendi egemenlik alanlar\u0131n\u0131 korumak i\u00e7in Osmanl\u0131 imparatorluk y\u00f6netimiyle sava\u015fm\u0131\u015flar. Ayd\u0131nlar\u0131n dahil oldu\u011fu s\u00fcre\u00e7 ise, 19. y\u00fczy\u0131l\u0131n sonu ve 20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131d\u0131r. Bu d\u00f6nemde ilk olarak modern anlamda K\u00fcrd cemiyetleri ve \u00f6rg\u00fctleri kuruluyor, bu \u00f6rg\u00fctlenmeler vas\u0131tas\u0131yla peyderpey K\u00fcrd ayd\u0131nlar\u0131n\u0131n rol\u00fc art\u0131yor. S\u00f6yledi\u011finiz ortak K\u00fcrd akl\u0131n\u0131n \u00fcretilememesi, yukar\u0131da da belirti\u011fim gibi ge\u00e7 ulusla\u015fmadan kaynakl\u0131 bir etken olmakla beraber, tek neden de\u011fildir. Sizce K\u00fcrt siyaseti Dersim\u2019i neden Kemalistlere kapt\u0131rd\u0131 daha sonra?\u00a0\u00a0<\/span><\/strong><\/em><\/p>\n<p class=\"p1\"><span class=\"s1\">Sorunuzun cevab\u0131na ikinci k\u0131s\u0131mdan ba\u015flarsak, kan\u0131mca K\u00fcrdistan\u2019\u0131 Dersim \u00fczerinden aramak do\u011fru de\u011fildir \u00e7\u00fcnk\u00fc Dersim\u2019in kendisi K\u00fcrdistan\u2019\u0131n bir b\u00f6lgesidir ve 1937-38 Dersim K\u00fcrd Harekti de K\u00fcrdistan ulusal ba\u011f\u0131ms\u0131zl\u0131k hareketinin bir halkas\u0131d\u0131r. Ulusal ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadelesinin tarihi zincirini olu\u015fturan halkalar\u0131 ya da d\u00f6nemleri incelerken, tam olarak ayd\u0131nlat\u0131lmam\u0131\u015f halkalar\u0131, manip\u00fclasyonlar\u0131n ak\u0131nt\u0131s\u0131na kap\u0131lmadan ayd\u0131nlatmak gerekir. R\u00fbdaw.net\u2019te sekiz b\u00f6l\u00fcm halinde yay\u0131mlanan \u201cDersim\u2019in Feryad\u0131na Giden \u015eeyh Abdurrahim ve 1937 Bismil Olay\u0131\u201d, asl\u0131nda sahada \u015eeyh Said Efendi\u2019nin liderli\u011fini yapt\u0131\u011f\u0131 ve arka planda Cibranl\u0131 Halit Bey\u2019in liderli\u011findeki K\u00fcrdistan \u0130stiklal Komitesi\u2019nin (mahkemelerde ge\u00e7en ad\u0131yla K\u00fcrdistan \u0130stiklal ve \u0130stihl\u00e2s Cemiyeti) \u00f6rg\u00fctleyicisi oldu\u011fu 1925 K\u00fcrd ulusal hareketiyle ba\u015flayan, Xoyb\u00fbn \u00f6rg\u00fct\u00fcn\u00fcn organize etti\u011fi Agir\u00ee (A\u011fr\u0131) hareketiyle devam eden s\u00fcrecin bir halkas\u0131d\u0131r. Bu konuda bir\u00e7ok versiyona dayal\u0131 farkl\u0131 s\u00f6zel anlat\u0131mlar vard\u0131, bu olay\u0131n tarih olarak ayd\u0131nlat\u0131lmas\u0131 gerekti\u011fi d\u00fc\u015f\u00fcncesi bende \u00e7oktan has\u0131l olmu\u015ftu. Olaya tan\u0131kl\u0131k etmi\u015f yerel kaynaklara, d\u00f6nemin T\u00fcrk gazetelerine yans\u0131m\u0131\u015f boyutuyla ve K\u00fcrd yaz\u0131l\u0131 kaynaklar\u0131na dayanarak bu olay\u0131 ayd\u0131nlatmaya \u00e7al\u0131\u015ft\u0131m. D\u00f6nemin gazetelerinin olayla ilgili verdikleri haberlerin ba\u015fl\u0131klar\u0131na bakt\u0131\u011f\u0131m\u0131z zaman, \u00f6ld\u00fcr\u00fclen \u015eeyh Said\u2019in Karde\u015fi \u015eeyh Abd\u00fcrrahim \u201cDersim\u2019deki Seyit R\u0131zaya yard\u0131ma gidiyormu\u015f\u201d ba\u015fl\u0131\u011f\u0131yla verilmi\u015f.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sorunuzun son b\u00f6l\u00fcm\u00fcne gelince, bunun bir\u00e7ok nedeni olmakla beraber temel baz\u0131 nedenlere de\u011finece\u011fim; 1925\u2019te Diyarbekir P\u00eeran\u2019da ba\u015flayan K\u00fcrd ulusal hareketi, 1927-1930 Agir\u00ee ve 1937-38 Dersim K\u00fcrd ulusal hareketlerinden sonra Cumhuriyet devleti y\u00f6netimi b\u00fct\u00fcn tedbirlerini belli\u00a0<\/span><span class=\"s1\">b\u00f6lgelerde yo\u011funla\u015ft\u0131rd\u0131, buralarda b\u00fcy\u00fck katliamlar ve ola\u011fan\u00fcst\u00fc tedbirlerle toplumu sindirip denetim alt\u0131na alarak yo\u011fun bir asimilasyon program\u0131 uygulam\u0131\u015ft\u0131r. Cumhuriyet h\u00fck\u00fcmetleri d\u00f6neminde ve \u00f6zellikle de \u0130smet \u0130n\u00f6n\u00fc\u2019ye sunulan raporlara bakt\u0131\u011f\u0131m\u0131zda Dersim, Erzincan ve Erzurum hatt\u0131na \u00e7ok b\u00fcy\u00fck \u00f6nem verilmi\u015f. Buralar\u0131n kontrol alt\u0131na al\u0131nmas\u0131yla, \u201cK\u00fcrdl\u00fck davas\u0131\u201dn\u0131n da kontrol alt\u0131na al\u0131nabilece\u011fi belirtilmi\u015f ve b\u00fct\u00fcn a\u011f\u0131rl\u0131\u011f\u0131yla bu b\u00f6lgeye y\u00fcklenilmi\u015ftir. \u0130kincisi, mezhep (Alevi-S\u00fcnni) ve dil farkl\u0131l\u0131\u011f\u0131 kullan\u0131larak buras\u0131 di\u011fer b\u00f6lgelerden ayr\u0131\u015ft\u0131r\u0131lmak istenmi\u015f. Di\u011fer bir \u00f6nemli husus ta, b\u00f6lgedeki K\u00fcrdl\u00fck sindirildikten sonra, Kemalistlerin k\u0131smi laiklik yakla\u015f\u0131m\u0131yla b\u00f6lgedeki Ehl\u00ee Haq (Alevi) mezhebine mensup K\u00fcrdler \u00fczerindeki s\u00fcnni \u0130slami bask\u0131y\u0131 gev\u015fetmekle oradaki K\u00fcrdlerin sempatisini kazanmas\u0131ndan kaynaklan\u0131yor.
