Ancak bu kural\u0131, olaylar\u0131 tarihleriyle birlikte kaydetmekle g\u00f6revli resmi devlet g\u00f6revlilerince kaydedilmi\u015f olaylara uygulamak do\u011fru olabilir. Asl\u0131nda bu g\u00f6revlilerin bile bilgi alan\u0131ndan uzak kalan, t\u00fcrl\u00fc s\u00f6ylentilerle ve a\u011f\u0131zdan a\u011f\u0131za dola\u015fan haberlerle kar\u0131\u015f\u0131k olan olaylar hakk\u0131nda, ger\u00e7ekleri ortaya \u00e7\u0131karmak i\u00e7in ne kadar s\u00f6ylense ve yaz\u0131lsa yarars\u0131z de\u011fildir.<\/p>\n<p>Bu noktay\u0131 g\u00f6z \u00f6n\u00fcne alarak, herkes\u00e7e az-\u00e7ok bilinen son \u201c<strong>Bitlis Olay\u0131<\/strong>\u201d hakk\u0131nda bir\u00e7ok ki\u015fiyi dinleyerek toplam\u0131\u015f oldu\u011fum notlar\u0131m\u0131, tarihsel bir hizmeti yerine getirmek d\u00fc\u015f\u00fcncesiyle, okuyucular\u0131n g\u00f6zleri \u00f6n\u00fcne sunar ve hemen olaylar\u0131n tespitine ge\u00e7erim:<\/p>\n<p><strong>Olaylar\u0131n Anlat\u0131lmas\u0131<\/strong><\/p>\n<p>Bundan 6 y\u0131l \u00f6nce, Bitlis kasabas\u0131 olduk\u00e7a \u00f6nemli bir \u00e7at\u0131\u015fmaya sahne olmu\u015ftu. \u00c7at\u0131\u015fanlar, Mela Selim y\u00f6netiminde kasabaya sald\u0131ran K\u00fcrdler ile mahalli h\u00fck\u00fcmet g\u00fc\u00e7lerinden olu\u015fmu\u015ftu. Olay\u0131n olu\u015f \u015fekli \u015f\u00f6yle anlat\u0131l\u0131yor:<\/p>\n<p>Hizan il\u00e7esi ile Kar\u00e7ikan, \u015eetek ve S\u00eemek nahiyelerinde K\u00fcrdler aras\u0131nda propaganda yap\u0131lmakta, \u00f6rg\u00fct kurulmakta ve silah da\u011f\u0131t\u0131lmakta idi. Bu geli\u015fmelerle ilgili olarak Xa\u00e7\u00fbkanl\u0131 S\u00fcleyman A\u011fa, birka\u00e7 arkada\u015f\u0131 ile birlikte, \u015eetek Nahiye M\u00fcd\u00fcr\u00fc taraf\u0131ndan silah da\u011f\u0131t\u0131m\u0131 maddesinden dolay\u0131 tutuklanarak il merkezine g\u00f6nderilmi\u015flerdi. Bu konuda yap\u0131lan soru\u015fturman\u0131n sonucu, Mela Selim\u2019in merkeze getirilmesi gere\u011fini g\u00f6steriyordu. Bu durum Hizan Kaymakam\u0131na bildiriliyor ve Kaymakam, Mela Selim\u2019i al\u0131p S\u00eemek nahiyesine g\u00f6t\u00fcr\u00fcyor; oradan da 50 jandarman\u0131n e\u015fli\u011finde, il merkezine iki saatlik uzakl\u0131kta bulunan Alek\u2019e kadar geliyorlar.<\/p>\n<p>Jandarmalar\u0131n \u00e7oklu\u011funu g\u00f6ren Mela Selim, i\u015fin i\u00e7inde bir ola\u011fan\u00fcst\u00fcl\u00fck oldu\u011funu sezinleyince k\u00f6yl\u00fclere durumu bildiriyor ve k\u00f6yl\u00fcleri heyecana s\u00fcr\u00fckleyerek harekete te\u015fvik ediyor. Ba\u015fg\u00f6steren arbede \u00fczerine 2-3 jandarma yaralan\u0131yor ve Mela kurtar\u0131l\u0131yor; oradan do\u011fru, oturdu\u011fu Xuma\u00e7 k\u00f6y\u00fcne geliyor ve \u00e7evreye haberler g\u00f6ndererek, derhal a\u00e7\u0131k\u00e7a haz\u0131rl\u0131klara ba\u015fl\u0131yor ve kendisine ba\u011fl\u0131 olanlar\u0131 toplay\u0131p il merkezini tehdide kalk\u0131\u015f\u0131yor.<\/p>\n<p>Sorunun fena bir renk ve \u015fekil alaca\u011f\u0131n\u0131 anlayan Bitlis Valisi, Mela\u2019n\u0131n il merkezine getirtilmesi ve bir uzla\u015fma sa\u011flanarak sorunun \u00e7\u00f6z\u00fclmesi i\u00e7in, h\u00fck\u00fcmet ad\u0131na Mela\u2019n\u0131n kay\u0131nbabas\u0131 olan Kadiri \u015feyhlerinden \u015eeyh Nasreddin\u2019i, halk ad\u0131na da K\u00fcfrevizade \u015eeyh Abd\u00fclhal\u0131k Efendi,<a name=\"_ftnref1\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn1\">[1]<\/a>\u00a0M\u00fcft\u00fc Efendi ve tekkelerin y\u00f6netimiyle g\u00f6revli Nak\u00eeb Efendi ile y\u00f6renin e\u015fraf ve ileri gelenlerinden olu\u015fan 10 ki\u015filik bir \u00f6zel heyet g\u00f6nderiyor.<\/p>\n<p>Heyet Xuma\u00e7\u2019a var\u0131nca Seyyid Ali\u2019yi de orada bulur. O gece heyet onuruna bir \u00e7ay ziyafeti yap\u0131l\u0131r ve sorun tart\u0131\u015f\u0131l\u0131r, Heyet \u00fcyeleri, Mela\u2019ya, ba\u015fvurdu\u011fu harekattan vazge\u00e7ip h\u00fck\u00fcmete boyun e\u011fmesini, e\u011fer kalk\u0131\u015fmay\u0131 ve anla\u015fmazl\u0131\u011fa d\u00fc\u015fmeyi zorunlu k\u0131lan nedenler var ise, bu nedenleri belirli istekler \u015feklinde h\u00fck\u00fcmete bildirmesini anlatarak, kendilerinin de bundan yana olduklar\u0131n\u0131 eklerler. Seyyid Ali de heyetin g\u00f6r\u00fc\u015f\u00fcn\u00fc destekleyerek, Mela Selim\u2019e, fikrinden vazge\u00e7mesini ve giri\u015fimlerinin temelsiz, bo\u015f oldu\u011funu s\u00f6yler ve daha da ileri giderek memnunsuzlu\u011funu \u015fu s\u00f6zlerle belirtir:<\/p>\n<p>\u2013 Hoca, ne yap\u0131yorsun! \u0130p benim bo\u011faz\u0131ma girer!<\/p>\n<p>Ne var ki b\u00fct\u00fcn bu a\u00e7\u0131klamalar ve s\u00f6zler, Hoca\u2019n\u0131n sabit fikri \u00fczerinde hi\u00e7 bir etki b\u0131rakmaz. Mela Selim, arzusundan hi\u00e7 bir \u015fekilde vazge\u00e7meyece\u011fini anlatmak i\u00e7in \u015fu kar\u015f\u0131l\u0131\u011f\u0131 verir:<\/p>\n<p>\u2013 Vali Bitlis\u2019te ne duruyor! \u0130\u015fte Musa Bey bize vali!<a name=\"_ftnref2\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn2\">[2]<\/a><\/p>\n<p>Bu s\u0131rada d\u0131\u015far\u0131da toplanm\u0131\u015f olan kalabal\u0131k aras\u0131nda, \u201cK\u00fcrdler \u00fczerine iki top ve iki tabur asker sevk edilece\u011fi\u201d s\u00f6ylentisi yay\u0131l\u0131nca, ortal\u0131\u011f\u0131 heyecan kaplar ve heyete kar\u015f\u0131 sald\u0131r\u0131ya ge\u00e7ilmek bile istenir; ancak Seyyid Ali buna engel olur. Heyet d\u00f6nd\u00fc\u011f\u00fc gibi, Seyyid Ali de Mela Selim ile birlikte Bitlis\u2019e\u00a0 gelir; de\u011fi\u015fik yerlerde misafir olarak otururlar. Fakat Mela Selim, sorunun\u00a0 bu t\u00fcrl\u00fc bir \u00e7\u00f6z\u00fcm yolu ile kapanmas\u0131n\u0131 istememi\u015f ya da h\u00fck\u00fcmete g\u00fcvenememi\u015f olacak ki, bekleyi\u015f ve heyecan i\u00e7inde bulunan K\u00fcrdlere seslenen bir\u00a0 mektup yazarak g\u00f6nderir ve bu mektubunda, Seyyid Ali\u2019nin as\u0131ld\u0131\u011f\u0131ndan, kendisinin de as\u0131lmak \u00fczere oldu\u011fundan s\u00f6zeder. S\u00f6ylentilere g\u00f6re bu mektup, kasabay\u0131 \u00e7evreleyen karakollar taraf\u0131ndan ele ge\u00e7irilip al\u0131konur.<\/p>\n<p>Vali, sinirleri yat\u0131\u015ft\u0131rmak ve ku\u015fkular\u0131 gidermek i\u00e7in o gece Seyyid Ali\u2019yi tekrar Hizan\u2019a g\u00f6nderir; arkas\u0131 s\u0131ra Mela da d\u00f6ner. Bunun \u00fczerine \u015eeyh \u015eehabeddin de Xuma\u00e7\u2019a gelir. Sa\u011flam kaynaklara dayan\u0131larak belirtildi\u011fine g\u00f6re orada, Mela\u2019n\u0131n \u0131srar\u0131 \u00fczerine, Valiye, \u015eeyh \u015eehabeddin\u2019in m\u00fchr\u00fc ile m\u00fch\u00fcrlenen ve tehditler i\u00e7eren bir mektup yaz\u0131larak, Feqi Mistefa arac\u0131l\u0131\u011f\u0131yla g\u00f6nderilir.<\/p>\n<p>Bu mektup \u00fczerine, o zamana kadar uzla\u015f\u0131c\u0131 davranan Vali, g\u00fcce gereksinme oldu\u011funu hisseder, ve daha \u00f6nce silahl\u0131 g\u00fc\u00e7 isteyip de Mela\u2019n\u0131n kasabaya geli\u015fi \u00fczerine bunun ertelenmesini istemi\u015f iken, yeniden g\u00fc\u00e7 g\u00f6nderilmesini ister. Ancak bu tav\u0131r, Van Valisi Tahsin Bey ve \u0130stanbul\u2019daki o zaman\u0131n y\u00f6neticileri \u00fczerinde olumsuz bir etki b\u0131rak\u0131r ve Vali g\u00f6revden al\u0131narak yerine Siirt Mutasarr\u0131f\u0131 Mustafa Abdulhal\u0131k Bey atan\u0131r.<a name=\"_ftnref3\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn3\">[3]<\/a><\/p>\n<p>O zamanlarda h\u00fck\u00fcmet \u00e7evreleriyle ili\u015fki i\u00e7inde bulunan Ahmet A\u011fayef adl\u0131 yazar, yazm\u0131\u015f oldu\u011fu bir yaz\u0131da, Mazhar Bey\u2019in beceriksizli\u011finden s\u00f6z ediyor ve terbiyesizce s\u00f6zlerle K\u00fcrdleri niteliyordu.<\/p>\n<p>Yeni Vali Bitlis\u2019e ula\u015f\u0131nca, daha \u00f6nce harekete kar\u015f\u0131 g\u00f6nderilen bir taburluk g\u00fc\u00e7, \u015fiddetli bir kar f\u0131rt\u0131nas\u0131 s\u0131ras\u0131nda sald\u0131r\u0131ya ge\u00e7en K\u00fcrdlerle \u015fiddetli bir \u00e7arp\u0131\u015fmaya tutu\u015fmu\u015f ve yenilgiye u\u011frayarak kasabaya geri \u00e7ekilmi\u015f bulunuyordu. Sald\u0131r\u0131ya ge\u00e7enler, bu g\u00fcc\u00fc kovalayarak kasaban\u0131n g\u00fcneydo\u011fusuna d\u00fc\u015fen Kan\u00eeziwa(Kuru\u00e7e\u015fme) adl\u0131 Ermeni mahallesi ile \u201cHersan\u201d adl\u0131 K\u00fcrd mahallesine gelmi\u015fler ve ad\u0131 ge\u00e7en mahalleleri i\u015fgal etmi\u015flerdi. \u0130\u015fgal edilen mahallelerdeki Ermeniler, K\u00fcrdleri iyi kar\u015f\u0131lam\u0131\u015flar ve kendilerine yiyecek, i\u00e7ecek ikram etmi\u015flerdi. H\u00fck\u00fcmet kona\u011f\u0131 y\u00f6resindeki mahallelerde bulunan Ermeniler ise, temsilcileri arac\u0131l\u0131\u011f\u0131yla h\u00fck\u00fcmetten yeterli miktarda silah al\u0131p silahlanm\u0131\u015flard\u0131.<\/p>\n<p>Kentte genel bir heyecan ve y\u00fcrek \u00e7arp\u0131nt\u0131s\u0131 h\u00fck\u00fcm s\u00fcr\u00fcyordu; herkes olaylar\u0131n izleyece\u011fi gidi\u015fi merak ve beklenti ile bekliyordu. Mahallelerin bir k\u0131sm\u0131, sald\u0131r\u0131ya ge\u00e7mi\u015f olan K\u00fcrdlerden yana olduklar\u0131 halde, \u00e7o\u011funlukla sald\u0131r\u0131ya u\u011frayacaklar\u0131ndan korkuyorlard\u0131. Bununla birlikte bir\u00e7ok gen\u00e7, K\u00fcrdlerden yana ge\u00e7mi\u015flerdi.<\/p>\n<p>O gece derin bir beklenti ve teredd\u00fct i\u00e7inde ge\u00e7ti. Kentin baz\u0131 mahallelerinde ya\u015fayan a\u015firetler(Zeydan\u00eeler, Mermut\u00eeler, Komisliler) K\u00fcrdlerin taraf\u0131n\u0131 tuttuklar\u0131 halde kesin kararlar\u0131n\u0131 verememi\u015flerdi. Sald\u0131r\u0131ya ge\u00e7enler ise, her nedense, kentin Hersan mahallesinden ba\u015fka \u00f6b\u00fcr mahalleleriyle ba\u011flant\u0131 ve ili\u015fki kurmam\u0131\u015flard\u0131. Bu nedenle o gece g\u00fc\u00e7lerine g\u00fcvenerek,<a name=\"_ftnref4\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn4\">[4]<\/a>\u00a0ya da umulmad\u0131k sonu\u00e7lar\u0131n ortaya \u00e7\u0131kmas\u0131 olas\u0131l\u0131\u011f\u0131na kar\u015f\u0131, g\u00fcvenemeyerek, kenti t\u00fcm\u00fcyle i\u015fgale giri\u015fememi\u015flerdi.<\/p>\n<p>Sabahleyin ortal\u0131k a\u011far\u0131r a\u011farmaz, b\u00fct\u00fcn g\u00f6zler, sald\u0131r\u0131ya ge\u00e7mi\u015f olanlar\u0131n bulunduklar\u0131 tarafa do\u011fru d\u00f6nm\u00fc\u015ft\u00fc. Ger\u00e7ekte, kasaban\u0131n en hakim noktas\u0131 bulunan D\u00eedeban<a name=\"_ftnref5\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn5\">[5]<\/a>\u00a0ve \u015eer\u00eebey<a name=\"_ftnref6\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn6\">[6]<\/a>\u00a0tepelerine, \u00fczerinde \u201ckelime-i \u015fehadet\u201d yaz\u0131l\u0131 bayrak \u00e7ekilmi\u015fti.<\/p>\n<p>Mahalli h\u00fck\u00fcmetin iki taburluk d\u00fczenli ve jandarma g\u00fcc\u00fc ile iki da\u011f topu, iki mitraly\u00f6z\u00fc ve \u00e7ok miktarda silahlar\u0131 vard\u0131. Yeni Vali, askeri deposunu a\u00e7t\u0131r\u0131p silah ve cephane da\u011f\u0131tt\u0131\u011f\u0131 gibi, kasaban\u0131n hakim noktalar\u0131ndan olan kaleye, k\u0131\u015flaya, h\u00fck\u00fcmet kona\u011f\u0131na ve G\u00f6kmeydan mezarl\u0131\u011f\u0131na top ve mitraly\u00f6zler mevzilendirmi\u015fti.<\/p>\n<p>Sabahleyin ba\u015flayan \u00e7arp\u0131\u015fmalar ak\u015fama kadar s\u00fcrm\u00fc\u015f ve pek heyecanl\u0131 olmu\u015ftu. K\u00fcrdler say\u0131ca az olduklar\u0131 gibi, silah ve cephaneleri de yok denecek kadar azd\u0131. \u00c7o\u011funlu\u011fu han\u00e7er ve de\u011fnekle donat\u0131lm\u0131\u015f oldu\u011fu gibi, komutadan, disiplinden ve d\u00fczenden de yoksun idiler. Aralar\u0131nda, liderlerden say\u0131lan eski \u015eirvan beylerinin torunlar\u0131ndan Mehmed Emin, merhum Padi\u015fah Sultan Hamid\u2019in t\u00fcfek\u00e7ilerinden H\u00eawirsli Ali A\u011fa, Xuma\u00e7l\u0131 Ferso vb. vard\u0131.<\/p>\n<p>Mehmed Emin ile Xuma\u00e7 a\u011fas\u0131 Ferso\u2019nun kar\u015f\u0131 koymalar\u0131 pek yi\u011fit\u00e7e ve kahramanca idi. Top g\u00fcr\u00fclt\u00fcs\u00fc, s\u00fcrekli olarak ya\u011fan ve \u00e7evreyi tarayan<a name=\"_ftnref7\"><\/a><a href=\"http:\/\/kovarabir.com\/law-resid-bir-tarih-olayi\/#_ftn7\">[7]<\/a>(960) mitraly\u00f6z ya\u011fmuru, K\u00fcrdlerin muhtemel bir sald\u0131r\u0131s\u0131ndan \u00fcrkerek h\u00fck\u00fcmete yard\u0131m eden yerli g\u00fc\u00e7lerin eklenen yard\u0131m\u0131 kar\u015f\u0131s\u0131nda haz\u0131rl\u0131ks\u0131z olan K\u00fcrdler hi\u00e7 ku\u015fkusuz geri \u00e7ekilmek zorunda kalacaklard\u0131. Mela Selim, emri alt\u0131ndaki halka, g\u00fcya kur\u015funlardan etkilenmeyeceklerini s\u00f6ylemi\u015fse de, aralar\u0131nda \u00f6l\u00fc ve yaral\u0131lar olunca sald\u0131r\u0131ya ge\u00e7mi\u015f olanlar \u00e7arp\u0131\u015fma alan\u0131n\u0131 b\u0131rak\u0131p yerlerine d\u00f6nm\u00fc\u015flerdi, \u00e7arp\u0131\u015fmalar s\u0131ras\u0131nda K\u00fcrdlerden 8-9, askerlerden de bir o kadar \u00f6l\u00fc ve yaral\u0131 d\u00fc\u015ft\u00fc\u011f\u00fc gibi, halktan da kaza sonucu olarak 20 kadar ki\u015fi \u00f6lm\u00fc\u015f ve yaralanm\u0131\u015ft\u0131.<\/p>\n<p><strong>Sonu\u00e7<\/strong><\/p>\n<p>En \u00e7ok mitraly\u00f6zlerden yak\u0131nan sald\u0131r\u0131ya ge\u00e7mi\u015f olanlar, d\u00f6nmeye ba\u015flam\u0131\u015flard\u0131. Mela Selim, 16 ki\u015filik arkada\u015flar\u0131 ile birlikte, yol \u00fczerinde bulunan Rus Konsoloslu\u011funa iltica etmi\u015fti. \u015eeyh \u015eehabeddin ise, bu sonu\u00e7 \u00fczerine Van g\u00f6l\u00fc k\u0131y\u0131s\u0131na inerek yelken gemisiyle Erci\u015f\u2019e, oradan da s\u0131n\u0131r b\u00f6lgesine do\u011fru giderken, ilk s\u00f6ylentilere g\u00f6re Ruslara iltica etmeyi onuruna yediremeyip teslim olmu\u015f, son s\u00f6ylentilere g\u00f6re de Z\u00eelan deresinde tutuklanarak Bitlis\u2019 e getirilmi\u015fti.<\/p>\n<p>Olay\u0131n son \u015fekli \u00fczerine, Hizan ve Bitlis\u2019e b\u00fcy\u00fck miktarda d\u00fczenli askerler g\u00f6nderilmi\u015f ve Bitlis\u2019te s\u0131k\u0131y\u00f6netim ilan edilerek, b\u00f6yle durumlarda hep yap\u0131ld\u0131\u011f\u0131 gibi s\u0131k\u0131y\u00f6netim asker\u00ee mahkemesi kurularak sert bir bi\u00e7imde harekat\u0131 y\u00fcr\u00fctmeye ba\u015flad\u0131\u011f\u0131 gibi, bir yandan da Hizan \u00fczerine asker g\u00f6nderilmeye ba\u015flanm\u0131\u015ft\u0131.<\/p>\n<p>Hizan \u00fczerine y\u00fcr\u00fcyen Osmanl\u0131 askerleri hi\u00e7 bir kar\u015f\u0131 koymaya u\u011framadan do\u011fruca Hizan \u015feyhlerinin mezarl\u0131klar\u0131n\u0131n ve tekkelerinin bulundu\u011fu Gayda\u2019ya ula\u015fm\u0131\u015flar ve Seyyid Ali taraf\u0131ndan ola\u011fan\u00fcst\u00fc bir sayg\u0131 ile kar\u015f\u0131lanarak a\u011f\u0131rlanm\u0131\u015flar; Seyyid Ali, kovu\u015fturma harekat\u0131 s\u00fcresince Padi\u015fah\u0131n askerlerini beslemi\u015fti. Kovu\u015fturma sonucu olarak 300\u2019e yak\u0131n ki\u015fi tutukland\u0131\u011f\u0131 gibi, Seyyid Ali de, \u201csadece merkezde bulunmas\u0131 gerekti\u011fi\u201dnden s\u00f6zedilerek Bitlis\u2019e getirtilip tutuklanm\u0131\u015ft\u0131. Ziyarete gelen kafileler t\u00fcm olarak kasaban\u0131n i\u00e7ine b\u0131rak\u0131lm\u0131yorlard\u0131, grup grup gelerek ziyaret edip gidiyorlard\u0131. Aksi takdirde geni\u015f \u00f6l\u00e7\u00fcde g\u00f6steriler d\u00fczenlenece\u011fi ku\u015fkusuzdu. Ayr\u0131ca h\u00fck\u00fcmet, Seyyid Ali\u2019nin k\u00fc\u00e7\u00fck o\u011flunu rehin olarak Bitlis\u2019te ikamet ettiriyordu.<\/p>\n<p>\u015eeyh \u015eehabeddin\u2019in ve Seyyid Ali\u2019nin idam\u0131 Bitlis\u2019te, Hizan\u2019da, K\u00fcrdistan\u2019\u0131n \u00e7e\u015fitli b\u00f6lgelerinde ac\u0131 etkiler uyand\u0131rd\u0131; etkilenmedik bir tek yarat\u0131k kalmad\u0131. Olaydan \u00f6nceki g\u00fcnlerde, Karkarl\u0131 Mela Muhyeddin adl\u0131 zat, Mela Selim\u2019e ye\u015fil yaz\u0131 ile yazm\u0131\u015f oldu\u011fu bir mektupta, \u201ckurtar\u0131c\u0131 ve yenilik\u00e7i\u201d olaca\u011f\u0131n\u0131 maneviyat \u00e2leminde g\u00f6rm\u00fc\u015f oldu\u011funu kendisine m\u00fcjdelemi\u015fti.
