Bu t\u00fcr yaz\u0131lar genelde uzun oldu\u011fu i\u00e7in, bazen bir konu ba\u015fl\u0131\u011f\u0131 alt\u0131nda bir\u00e7ok b\u00f6l\u00fcm \u015feklide yay\u0131mlanabilir. Bir ba\u015flang\u0131\u00e7 yaz\u0131s\u0131 olarak dil hakk\u0131, K\u00fcrd\u00e7e e\u011fitim-\u00f6\u011fretim hakk\u0131 talebinin de g\u00fcndemde oldu\u011fu bu s\u00fcre\u00e7te, tarihsel arka plana giderek 20. y\u00fczy\u0131l\u0131n ilk \u00e7eyre\u011finden itibaren K\u00fcrd dili \u00fczerine ve K\u00fcrd\u00e7enin e\u011fitim-\u00f6\u011fretim dili olmas\u0131 i\u00e7in yap\u0131lan \u00e7al\u0131\u015fmalara de\u011finece\u011fim.<\/p>\n<p>20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131ndan itibaren gecikmeli olarak K\u00fcrdlerde geli\u015fen milliyet\u00e7i d\u00fc\u015f\u00fcncelerin etkisiyle, ortaya \u00e7\u0131kan bas\u0131n-yay\u0131n faaliyetleri arac\u0131l\u0131\u011f\u0131yla h\u0131zlanan K\u00fcrd dili \u00e7al\u0131\u015fmalar\u0131 \u00e7er\u00e7evesinde, K\u00fcrd\u00e7eyi modern bir yaz\u0131m, e\u011fitim ve \u00f6\u011fretim diline d\u00f6n\u00fc\u015ft\u00fcrmek \u00fczere \u201cK\u00fcrd dilinin standartla\u015ft\u0131rmas\u0131\u201d\u00a0 \u00e7al\u0131\u015fmalar\u0131 ba\u015flam\u0131\u015f. Bu \u00e7er\u00e7evede K\u00fcrd\u00e7e alfabe, l\u00fbgat (kamus, s\u00f6zl\u00fck) ve gramer (dilbilgisi) haz\u0131rlamak i\u00e7in d\u00f6nemin K\u00fcrd bas\u0131n-yay\u0131n organlar\u0131 arac\u0131l\u0131\u011f\u0131yla ve farkl\u0131 kesimlerin kat\u0131l\u0131m\u0131yla yeni bir tart\u0131\u015fma s\u00fcreci ba\u015flam\u0131\u015f. Mehmed Mihri Hilav\u2019\u0131n deyimiyle bu \u00e7al\u0131\u015fmalarda maksat; K\u00fcrd dilinin d\u00fczeltilmesi, birli\u011fi ve ay\u0131klanmas\u0131d\u0131r.<\/p>\n<p>G\u00fcn\u00fcm\u00fczden yakla\u015f\u0131k bir as\u0131r \u00f6ncesinde K\u00fcrd dili ve diyalektlerine (leh\u00e7elerine) dair yap\u0131lan \u00e7ok de\u011ferli \u00e7al\u0131\u015fmalar\u0131 ve belgeleri, yakla\u015f\u0131k y\u00fcz y\u0131l sonra yeniden de\u011ferlendirmek ve kamuoyuyla payla\u015farak, bug\u00fcn de s\u00fcrmekte olan K\u00fcrd dili \u00e7al\u0131\u015fmalar\u0131na ve \u201cK\u00fcrd\u00e7e anadille e\u011fitim hakk\u0131\u201d tart\u0131\u015fmalar\u0131na az da olsa bir katk\u0131 sunabilirse amac\u0131na ula\u015fm\u0131\u015f olur.<\/p>\n<p>\u0130nsanl\u0131k i\u00e7in diller ve dilin e\u011fitimi, insan\u0131n e\u011fitimi ve geli\u015fimi i\u00e7in yerine getirilmesi gereken bir temel insan hakk\u0131d\u0131r ve bunun ger\u00e7ekle\u015ftirilmesi onurlu bir vazifedir.<\/p>\n<p>Evrendeki b\u00fct\u00fcn varl\u0131klar\u0131n anlamland\u0131r\u0131lmas\u0131 ve toplum taraf\u0131ndan anla\u015f\u0131lmas\u0131, dil arac\u0131l\u0131\u011f\u0131yla m\u00fcmk\u00fcn olabilir. Dil, insano\u011flunun bir topluluk halinde ya\u015famaya ba\u015flay\u0131p kendisine, \u00e7evresindeki nesnelere, di\u011fer varl\u0131klara, yapt\u0131klar\u0131 i\u015f ve hareketlere bir anlam ve isim vermeye (sembolle\u015ftirmeye) ba\u015flad\u0131\u011f\u0131 andan bug\u00fcne kadar, tarihsel varolu\u015fumuzun ve bi\u00e7imleni\u015fimizin yol g\u00f6stericisi olmu\u015ftur. Tarihsel s\u00fcre\u00e7 i\u00e7erisinde ortak bir dille anla\u015fan bir toplulu\u011fun ortaya \u00e7\u0131kmas\u0131, k\u00fclt\u00fcr\u00fcn ve k\u00fclt\u00fcrel birikimin olu\u015fmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. Bu ba\u011flamda dillerin tarihsel geli\u015fim a\u015famalar\u0131 tan\u0131nmadan ve bilinmeden, insanl\u0131k tarihi veya di\u011fer bir deyi\u015fle yery\u00fcz\u00fcndeki farkl\u0131 topluluk ve kavimlerin k\u00fclt\u00fcrel tarihi tam olarak ayd\u0131nl\u0131\u011fa kavu\u015fturulamaz ve bilinemez.<\/p>\n<p>Dil d\u00fc\u015f\u00fcnme, insan akl\u0131 ve bilincinin geli\u015fmesinde, zihnin yap\u0131lanmas\u0131nda kilit rol\u00fc oynam\u0131\u015ft\u0131r. Bu nedenle Leibniz hakl\u0131 olarak, \u201cDil zihnin aynas\u0131d\u0131r\u201d diyor. Dil insan\u0131n ontolojik varolu\u015f s\u00fcrecinin en \u00f6nemli \u00f6\u011fesidir. \u0130nsan i\u00e7inde bulundu\u011fu \u00e7evre ve \u015fartlara bedenen \u00e7ok s\u0131k\u0131 ba\u011flarla ba\u011fl\u0131 oldu\u011fu gibi zihnen de ba\u011fl\u0131d\u0131r. Kan ba\u011f\u0131 ile bedende g\u00f6r\u00fclen atalara benzerlik, zihinsel ve ruhsal eylemler i\u00e7in de s\u00f6z konusudur. Bu \u00e7er\u00e7evede, insanda do\u011fu\u015ftan dil yetene\u011fi ile ana dili aras\u0131nda g\u00fc\u00e7l\u00fc bir ba\u011f vard\u0131r. \u0130nsan sezgisel olarak bir ana dili bilgisine sahiptir. Bu bilgi insan\u0131n bilin\u00e7alt\u0131na iner ve bireyin toplumla en g\u00fc\u00e7l\u00fc ba\u011flar\u0131n\u0131 olu\u015fturur. Ge\u00e7mi\u015fle gelece\u011fin sa\u011fl\u0131kl\u0131 bulu\u015fmas\u0131 insan\u0131n ontolojik varolu\u015f s\u00fcrecinin sa\u011fl\u0131kl\u0131 temeller \u00fczerinde geli\u015fmesi ve kesintiye u\u011framamas\u0131 ile s\u0131k\u0131 s\u0131k\u0131ya ba\u011fl\u0131d\u0131r. B\u00f6ylece fikirlerimizin olu\u015fumunda, ruhsal yap\u0131m\u0131z\u0131n ve ki\u015fili\u011fimizin \u015fekillenmesinde, grupsal ve ulusal kimli\u011fimizin ortaya \u00e7\u0131kmas\u0131nda \u00e7ok \u00f6nemli bir etkiye sahiptir. Bir ulusal toplulu\u011fun farkl\u0131 ay\u0131rt edici \u00f6zellikleri olmakla birlikte, en \u00e7ok g\u00f6r\u00fcn\u00fcr olan\u0131 dil farkl\u0131l\u0131\u011f\u0131d\u0131r. Dolays\u0131yla bir toplumsal grubun veya milletin kimli\u011fini yok etmenin en etkili yollar\u0131ndan biri, onun dilini yok etmek veya ortadan kald\u0131rmakt\u0131r.<\/p>\n<p>\u00d6zellikle de bas\u0131n-yay\u0131n\u0131n yayg\u0131nla\u015fmas\u0131 ve ulus-devletlerin tarih sahnesine \u00e7\u0131kmas\u0131ndan sonra, her ulus devlet kendisi i\u00e7in bir \u201cresmi dil\u201d, \u201culusal dil\u201d, \u201cmerkezi dil\u201d, \u201cyaz\u0131 dili\u201d veya \u201ce\u011fitim dili\u201d olu\u015fturmaya ba\u015flad\u0131. Bu da dilde standartla\u015ft\u0131rmay\u0131 ortaya \u00e7\u0131kard\u0131. Bu s\u00fcre\u00e7, bir stat\u00fcye kavu\u015fmayan bir\u00e7ok dilin ve \u00f6zellikle de leh\u00e7elerin yok olmas\u0131na neden oldu. Walter Porzig\u2019in dedi\u011fi gibi, art\u0131k \u201cDil, devletlerle birlikte \u00e7o\u011fal\u0131yor; devlet dille \u00e7o\u011falm\u0131yor.\u201d<\/p>\n<p>G\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131nda ya\u015fayan bir\u00e7ok dil gibi, K\u00fcrd\u00e7enin de farkl\u0131 leh\u00e7elerden olu\u015fmas\u0131 nedeniyle k\u0131saca dil ve diyalekt (leh\u00e7e) ili\u015fkisine de\u011finmekte fayda vard\u0131r. Dil ve diyalektoloji alan\u0131ndaki \u00e7al\u0131\u015fmalara bakt\u0131\u011f\u0131m\u0131zda, bu t\u00fcr \u00e7al\u0131\u015fmalar\u0131n 19. y\u00fczy\u0131l\u0131n ba\u015flar\u0131ndan itibaren gittik\u00e7e artt\u0131\u011f\u0131n\u0131 g\u00f6rmekteyiz. \u00d6zellikle de bas\u0131n yay\u0131n faaliyetlerinin yayg\u0131nla\u015fmas\u0131, imparatorluk, krall\u0131k ve hanl\u0131k gibi sistemlerin y\u0131k\u0131lmas\u0131, siyasi merkezile\u015fmenin yayg\u0131nla\u015fmas\u0131 ve modern ulus devletlerin kurulmas\u0131yla birlikte, ulus devlete sahip olmayan b\u00fct\u00fcn k\u00fclt\u00fcrel gruplar ya da ulusal dil topluluklar\u0131 aras\u0131nda kesintisiz ileti\u015fim ve ili\u015fki sa\u011flayabilecek, e\u011fitim-\u00f6\u011fretimin yap\u0131labilece\u011fi bir ulusal dile olan ihtiya\u00e7, dilin standartla\u015ft\u0131r\u0131lmas\u0131 gereklili\u011fini do\u011furmu\u015ftur. Bu s\u00fcrecin geli\u015fmesi ve yayg\u0131nla\u015fmas\u0131, leng\u00fcistik (dilbilim) alan\u0131nda da yeni yakla\u015f\u0131mlar ve yeni kavramlar ortaya \u00e7\u0131karm\u0131\u015ft\u0131r. Yaz\u0131 dili, resmi dil, devlet dili, merkezi dil, e\u011fitim dili, ortak dil, ana dili, bilim dili, egemen dil, ekkaliyat (az\u0131nl\u0131k) dili, leh\u00e7e, \u015five vb. gibi kavramlarla hayat bulan bir tart\u0131\u015fma s\u00fcreci ba\u015flam\u0131\u015f. Burada elbette ki b\u00fct\u00fcn bu kavramlar\u0131 ve farkl\u0131 dil ekollerinin bak\u0131\u015flar\u0131n\u0131 tart\u0131\u015fmayaca\u011f\u0131z ancak bazen \u00e7ok k\u0131sa da olsa konunun anla\u015f\u0131lmas\u0131n\u0131 kolayla\u015ft\u0131racak baz\u0131 kavramlara de\u011finmek gerekir.<\/p>\n<p>Dilde farkl\u0131l\u0131k ve de\u011fi\u015fim, dilin tarihsel ve temel hususiyetlerinden biridir. Ya\u015fayan bir dil zaman boyunca oldu\u011fu gibi kalmaz, s\u00fcrekli olarak de\u011fi\u015fir. \u201cBir dil genellikle, uygun ko\u015fullar alt\u0131nda, 2000 y\u0131l i\u00e7erisinde, ya\u015fayan 8-15 akraba dil do\u011furur.\u201d\u00a0 Diller ortaya \u00e7\u0131kt\u0131\u011f\u0131 g\u00fcnden beri, farkl\u0131 dil topluluklar\u0131 aras\u0131ndaki her nevi ili\u015fki dilde de\u011fi\u015fime, yeni \u015five ve leh\u00e7elerin olu\u015fmas\u0131na, farkl\u0131 k\u00fclt\u00fcrel topluluk ve gruplar\u0131n meydana \u00e7\u0131kmas\u0131na neden olmu\u015ftur. Dilbilimci F. De Saussure\u2019nin deyimiyle, \u201cFarkl\u0131 leh\u00e7elerin ortaya \u00e7\u0131kmas\u0131n\u0131n nedeni, dilin zaman i\u00e7erisindeki de\u011fi\u015fiminden\u201d\u00a0 kaynaklan\u0131r. Bazen bu de\u011fi\u015fim o derece artar ki, o dili konu\u015fanlar birbirini anlamakta \u00e7ok zorluk \u00e7ekerler veya birbirini anlamazlar. Dilin bu derece farkl\u0131la\u015fmas\u0131, dilbilimde diyalekt (leh\u00e7e) olarak adland\u0131r\u0131l\u0131r. Baz\u0131 dilbilimciler ve farkl\u0131 dil ekolleri \u201cdiyalekt\u201d kavram\u0131n\u0131, dilin farkl\u0131la\u015fm\u0131\u015f \u201ckonu\u015fma \u015fivesi\u201d olarak da tan\u0131mlarlar. K\u0131sacas\u0131 dilbilimciler taraf\u0131ndan \u201cdiyalekt\u201d veya \u201cleh\u00e7e\u201dye dair \u00e7er\u00e7evesi belirlenmi\u015f standart ve mutlak bir tan\u0131mda anla\u015fma sa\u011flanamam\u0131\u015ft\u0131r.<\/p>\n<p>Ayr\u0131ca bir dilde farkl\u0131 diyalekt ve \u015fivelerin olu\u015fumunu, yaln\u0131zca leng\u00fcistik kaidelerle a\u00e7\u0131klamak da yeterli olmaz. Leng\u00fcistik kaidelerin yan\u0131 s\u0131ra bir dil toplulu\u011funun tarihi, k\u00fclt\u00fcr\u00fc, folkloru, adet ve t\u00f6releri de dil ve diyalektlerinin farkl\u0131la\u015f\u0131p \u015fekillenmesine etki eden \u00e7ok \u00f6nemli unsurlard\u0131r. F. De Saussur ve ondan sonra Antoine Meillet de, \u201cDilin de\u011fi\u015fimini, onu konu\u015fan topluluklar\u0131n de\u011fi\u015fimine ba\u011flar; bu durumda dili, bir k\u00fclt\u00fcr\u00fcn ve onun tarihinin hem yans\u0131mas\u0131 hem de ger\u00e7ekle\u015fmesi.\u201d\u00a0 olarak kar\u015f\u0131m\u0131za \u00e7\u0131kar.<\/p>\n<p>D\u00fcnya\u2019da konu\u015fulan b\u00fct\u00fcn diller gibi, K\u00fcrd dili de bir\u00e7ok leh\u00e7e ve \u015fiveye sahiptir. Gerek 20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda ve gerekse de bug\u00fcn dahi K\u00fcrd dili \u00fczerine yap\u0131lan \u00e7al\u0131\u015fmalarda, baz\u0131lar\u0131 K\u00fcrd\u00e7enin bir\u00e7ok leh\u00e7elere sahip bulunmas\u0131n\u0131, bir dezavantaj ve ortak bir dilin olu\u015fturulmas\u0131 \u00f6n\u00fcnde \u00f6nemli bir engel olarak g\u00f6rmektedir. Kurd\u00eey\u00ea B\u00eetl\u00ees\u00ee (Bitlisli Mehmed Emin) ta o zamanlarda b\u00f6yle d\u00fc\u015f\u00fcnenlere \u015fu cevab\u0131 veriyor:<\/p>\n<p>\u201cBunlar aldan\u0131yor, pek y\u00fczeysel d\u00fc\u015f\u00fcn\u00fcyorlar. Leh\u00e7eler bir engel olmaktan \u00e7ok, dilimiz i\u00e7in t\u00fckenmez birer s\u00f6zc\u00fck haznesi ve dolay\u0131s\u0131yla bir nimettir.\u2026 Leh\u00e7eler, konu\u015fulduklar\u0131 kitle aras\u0131ndaki ya\u015fam haklar\u0131n\u0131 korumakla birlikte, kamunun olabilecek edeb\u00ee ortak bir dil edinilebilece\u011fi ve genelle\u015ftirilebilece\u011fi kan\u0131s\u0131nday\u0131m.\u201d<\/p>\n<p>Yazar\u0131n K\u00fcrd dili ve leh\u00e7elerine dair bu d\u00fc\u015f\u00fcnceleri, 20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda s\u00fcrd\u00fcr\u00fclen kurumsal faaliyetin ortak paydas\u0131na d\u00f6n\u00fc\u015f\u00fcr. Kendisinin de \u00fcyesi oldu\u011fu ve 1919\u2019da yeniden faaliyete ba\u015flayan K\u00fcrd Tamim-i Maarif ve Ne\u015friyat Cemiyeti, dili, \u201cmilliyet ve milli varl\u0131\u011f\u0131n temel ta\u015f\u0131\u201d olarak belirleyip alfabe, dilbilgisi ve b\u00fct\u00fcn K\u00fcrd leh\u00e7elerini i\u00e7ermek \u00fczere bir l\u00fcgat, K\u00fcrd\u00e7e e\u011fitim i\u00e7in ders materyallerini haz\u0131rlamay\u0131, edebiyat, tarih, co\u011frafya ve folklor alan\u0131nda yap\u0131lacak \u00e7al\u0131\u015fmalar\u0131 kurumsal olarak programla\u015ft\u0131r\u0131p ortaya koymas\u0131, bu amac\u0131n, planl\u0131 bir dil \u00e7al\u0131\u015fmas\u0131na ve ortak hedefe d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc g\u00f6stermektedir. Bu seri yaz\u0131larda, \u201cK\u00fcrd\u00e7e\u201d ya da \u201cK\u00fcrd dili\u201d kavramlar\u0131, K\u00fcrd\u00e7enin b\u00fct\u00fcn leh\u00e7elerini kapsayan bir \u00fcst \u015femsiye olarak k\u00fcrd\u00ee dil grubu i\u00e7in kullan\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>K\u00fcrd dili ve grameri alan\u0131ndaki ilk \u00e7al\u0131\u015fmalar, elimizdeki mevcut bilgilere g\u00f6re yakla\u015f\u0131k \u00fc\u00e7 y\u00fcz y\u0131ll\u0131k bir ge\u00e7mi\u015fe dayanmaktad\u0131r. Bu \u00e7al\u0131\u015fmalar\u0131n bir k\u0131sm\u0131 Bat\u0131l\u0131 ara\u015ft\u0131rmac\u0131lar, seyyahlar, misyonerler ve \u015farkiyat\u00e7\u0131lar taraf\u0131ndan farkl\u0131 d\u00f6nemlerde ve farkl\u0131 ama\u00e7larlar do\u011frultusunda \u00e7o\u011funlukla \u0130talyanca, Rus\u00e7a, \u0130ngilizce, Almanca ve Frans\u0131zca dilleriyle yap\u0131lm\u0131\u015ft\u0131r.
