{"id":21616,"date":"2020-03-11T19:05:51","date_gmt":"2020-03-11T16:05:51","guid":{"rendered":"http:\/\/candname.com\/tr\/?p=21616"},"modified":"2020-03-11T19:05:51","modified_gmt":"2020-03-11T16:05:51","slug":"turk-ve-kurd-meselesi","status":"publish","type":"post","link":"https:\/\/candname.com\/tr\/?p=21616","title":{"rendered":"T\u00fcrk ve K\u00fcrd Meselesi"},"content":{"rendered":"<p>Bir M\u00fclakat M\u00fcnasebetiyle<\/p>\n<p>Ben ilk ba\u015fta\u00a0<em>Efham<\/em>\u00a0gazetesi sahiplerine te\u015fekk\u00fcr etmeyi bir milli vecibe olarak say\u0131yorum\u2026.<\/p>\n<p>\u0130\u015fte\u00a0<em>Efham<\/em>\u00a0gazetesinin \u201cbu mevzu ile cviddi surette me\u015fgul olmay\u0131 program\u0131na dahil eylemi\u015f\u201d bulunmas\u0131, beni cidden arz\u0131 minnetarl\u0131\u011fa sevkediyor. \u015eunu temenni ederim ki T\u00fcrk ve K\u00fcrd siyasi meselesiylwe u\u011fra\u015f\u0131rken muhterem Efham; insaniyet ve selamet nam\u0131na olsun K\u00fcrd\u00fcn maruz bulundu\u011fu tehlike ve faciaalr\u0131 \u0130fham ederek onun ah ve eninlerini sa\u011f\u0131r kulaklara i\u015fittire bilsin.<\/p>\n<p>Nafia Naz\u0131r-\u0131 Sab\u0131k (Eski Bay\u0131nd\u0131rl\u0131k Bakan\u0131) muhterem Ferid Bey Efendi beyanat\u0131na gelince: Milletperverane olmakla beraber ger\u00e7ek ad\u0131 K\u00fcrdistan olan\u0131 b\u0131rak\u0131p da Vilayeti \u015earkiye olarak adland\u0131rfd\u0131klar\u0131 topraklarda K\u00fcrdlerin milli mevcudiyetini \u201cmilli hayatlar\u0131na sahip olma\u011fa istidatl\u0131\u201d olduklar\u0131n\u0131 kabul ve ittiraf ettiklerinden dolay\u0131 \u015fayan\u0131 te\u015fekk\u00fcr ve K\u00fcrd i\u00e7in bir hay\u0131rl\u0131 i\u015f say\u0131labilir olmaya sezad\u0131r [bir \u015feye de\u011fer, yara\u015f\u0131r]. Yaln\u0131z \u015furas\u0131 var ki beyhude yere fikirleri i\u015fgal eden veyahut as\u0131ls\u0131z ve uydururk s\u00f6zlerle K\u00fcrdleri i\u011ffal eden baz\u0131 d\u00fc\u015f\u00fcncelerin burada da bulunmas\u0131, bizi bu sat\u0131rlar\u0131 yazmaya mecbur etti.<\/p>\n<p>K\u0131sa kesmeye gayret etmekle beraber yaz\u0131lar\u0131m\u0131n uzun d\u00fc\u015f\u00fcp ba\u015fa\u011f\u0131rtaca\u011f\u0131n\u0131 bildi\u011fim halde, yazmaktan kendimizi alamad\u0131k.<\/p>\n<p>Evet \u201czaman\u0131n ortaya att\u0131\u011f\u0131 meseleler aras\u0131nda bir de K\u00fcrd meselesi vard\u0131r.\u201d Hakikat\u0131 halde bu K\u00fcrd meselesi, zaman\u0131n ihdas etti\u011fi [meydana \u00e7\u0131kard\u0131\u011f\u0131] meseleler aras\u0131nda de\u011fil, belki d\u00f6rty\u00fcz senelik bir maziye malik olan hakl\u0131 bir milli davan\u0131n kesin bir surette alakadarlar aras\u0131nda erken ve h\u00fcsn\u00fc niyetle \u00e7\u00f6z\u00fclmesi, zaman\u0131n gereklerindendir. Wilson Prensiplerine istinaden \u00e7izilen T\u00fcrkiye\u2019nin hududu dahilinde, bilhassa \u015fark vilayetlerinde \u201cK\u00fcrdler de var\u201d denilmek kafi olmay\u0131p \u201cK\u00fcrdistan\u0131 te\u015fkil eden vilayeti \u015farkiye n\u00fcfusunun kesin a\u00e7\u0131k bir \u015fekilde \u00e7o\u011funlu\u011fu K\u00fcrdd\u00fcr.\u201d demek laz\u0131md\u0131r. \u00c7\u00fcnk\u00fc k\u00f6ylerinde, k\u00fc\u00e7\u00fck kasabalar\u0131nda tesad\u00fcf edemeyece\u011finiz T\u00fcrk ailesinden b\u00fcy\u00fck \u015fehirlerinde bile K\u00fcrdle\u015fmi\u015f on aileden fazla bulunmaz. Bu b\u00f6ylece malum olduktan sonra K\u00fcrdlerin Osmanl\u0131 camias\u0131ndan say\u0131lmas\u0131na, yabanc\u0131 gazetelerinin mutaalalar\u0131ndan [d\u00fc\u015f\u00fcncelerinden] ziyade, alemin mukaderat\u0131n\u0131 elinde bulunduranlar nam\u0131na \u201cM\u00f6sy\u00fc Klaman\u201dsunun Ferid Pa\u015fa\u2019ya verdi\u011fi detayl\u0131 cevap, a\u00e7\u0131k bir cevapt\u0131r.<\/p>\n<p>K\u00fcrd milli hayat\u0131 garp [bat\u0131] d\u00fcsturlar\u0131ndan [kanun, kural, kaide] ziyade, \u0130slam toplumsal kuralalar\u0131na tabi\u2019i olmakla neden K\u00fcrdl\u00fck T\u00fcrkl\u00fc\u011f\u00fcn m\u00fctemmimi [tamamlay\u0131c\u0131s\u0131] say\u0131ls\u0131n. Arap da \u0130slam\u2019\u0131n toplumsal kurallar\u0131na tab\u2019i de\u011fil mi? Demek \u0130slam kurallar\u0131na tab\u2019i olan bir millet, T\u00fcrk\u2019\u00fcn tamamlay\u0131c\u0131s\u0131 say\u0131ls\u0131nlar! E\u011fer b\u00f6yle bir \u015fey olursa hak Arap\u2019\u0131nd\u0131r. \u00c7\u00fcnk\u00fc o daha \u00f6ncedir. K\u00fcrd\u00fcn bat\u0131 fikirlerine tabi olmamas\u0131 kendisi i\u00e7in neden mahkumiyet berat\u0131 telakki edilsin. T\u00fcrk\u2019\u00fcn gerisinde bulunmas\u0131n\u0131n sebepleri ise, co\u011frafya konumundan ziyade mazilere gitmeye hacet yok yirminci y\u00fczy\u0131l medeniyet asr\u0131nda. \u2026<\/p>\n<p>Milli a\u015fireti reisi merhum \u0130brahim Pa\u015fa olay\u0131, Bitlis facias\u0131, Dersim mezalimi ve emsali vakalarla son K\u00fcrd muhacerati ve \u015fimdiki sonucu, K\u00fcrd milli tarihinde birer milli facia [musibet, elem verici hadise] suretinde kaydolunmaz m\u0131?<\/p>\n<p>Evet bununla beraber eski, sa\u011flam \u0130slam rab\u0131tas\u0131 yine payidar kalacak, hilafete sadakat, T\u00fcrk karde\u015fine h\u00fcrmet ve muhabet devam edecektir.<\/p>\n<p>Biz de inkar etmiyoruz ki; bir k\u0131s\u0131m az\u0131nl\u0131k de\u011fil, milletin hayat ve mematiyle alakadar olan K\u00fcrdistan ve K\u00fcrdl\u00fc\u011f\u00fcn milli ve y\u00fcksek (y\u00fcce) menfaatlerini derpi\u015f eden [\u00f6ne \u00e7\u0131karan] b\u00fct\u00fcn K\u00fcrd emirliklerinin reisleri ba\u015fta oldu\u011fu halde, b\u00fct\u00fcn K\u00fcrd ayd\u0131n ve m\u00fctefekkirlerini bat\u0131 d\u00fcsturlar\u0131yla hak gasp\u0131n\u0131n elde edilmesini, \u201cmilli\u201d, medeni istiklalini istiyor.<\/p>\n<p>Hele K\u00fcrd cemiyet ve f\u0131rkalr\u0131n\u0131n mevcudiyeti hakaret ve k\u00fc\u00e7\u00fcmsemeci bir bak\u0131\u015fla g\u00f6r\u00fclmemeli. \u015eark\u0131n ahenk ve \u015firazesini muhafaza i\u00e7in kesin ihtiya\u00e7 olarak bilinmelidir. K\u00fcrd cemiyetlerinin maksad\u0131; dini rab\u0131tay\u0131 [ba\u011flar\u0131] g\u00fc\u00e7lendirmek, karde\u015fli\u011fi ve sadakat\u0131 s\u00fcrd\u00fcrmekle beraber, K\u00fcrdistan\u2019da milli istiklal i\u00e7in ortaya \u00e7\u0131km\u0131\u015f olan m\u00fcnferit hareket ve k\u0131yamlar\u0131n \u00f6n\u00fcne ge\u00e7erek hem K\u00fcrdl\u00fc\u011f\u00fcn birli\u011fini temin, hem de onlar\u0131 ve hatta b\u00fct\u00fcn M\u00fcsl\u00fcmanlar\u0131 yokolma tehlikesine s\u00fcr\u00fcklemekten meneylemektir. K\u00fcrdistan\u2019da mevcut ecnebi, ittihat\u00e7\u0131 velhas\u0131l K\u00fcrd\u00fcn milli menfaatleri haricinde vaki\u2019[olan] her \u00e7e\u015fit propagandalar\u0131n \u00f6n\u00fcne set \u00e7ekmektir. Bu nokta-i nazardan K\u00fcrd Cemiyetlerini Kapatmak de\u011fil, \u00e7o\u011faltmas\u0131na yard\u0131m etmek laz\u0131md\u0131r. \u2026.<\/p>\n<p>\u2026. Bilakis milliyet asr\u0131nda, milliyet d\u00fcsturlar\u0131n\u0131 [kanunlar\u0131n\u0131] kabul ettikten ve milletler muhaberesinde ma\u011flup olduktan sonra ufak bir tedbirsizlik, i\u015fkence ve fenal\u0131k sahipleri aleyhinde bir h\u00fck\u00fcm vermekten ba\u015fka bir \u015feye yaramaz. K\u00fcrd topraklar\u0131nda -Ki bu malum K\u00fcrdistand\u0131r- K\u00fcrdlerin milli hukuku, mahkemelerde, mekteplerinde lisan\u0131 mahallinin tedris [okuma]\u00a0 hakk\u0131n\u0131 kabul olunmakla mesele \u00e7\u00f6z\u00fcl\u00fcr m\u00fc? Biz hi\u00e7 zannetmiyoruz. \u00c7\u00fcnk\u00fc bunlar ve bunlardan daha y\u00fcce esaslar, T\u00fcrklerin en \u015fanl\u0131 zamanlar\u0131nda I. Sultan Selim ile \u0130dris-i Bitlisi aras\u0131nda akdolunan dostane muahedede mevcuttur.<\/p>\n<p>K\u00fcrdlerin milli emelleri tatmin edildikten sonra, onun i\u00e7in en faydal\u0131 h\u00fck\u00fcmet \u015feklinin ge\u00e7mi\u015fi, hali ve istikbali mukayese ve teemm\u00fcl olunarak milletin ruhundan do\u011facak arzuya ve ihtiyac\u0131na g\u00f6re olmak laz\u0131m gelir. Bu ciheti [y\u00f6n\u00fc] K\u00fcrd y\u00fcce ricaline [ileri gelenlere] terk ediyorum. Onlar tahamm\u00fcl y\u00fck\u00fcn\u00fc ve iktidar\u0131na ald\u0131klar\u0131 bu m\u00fchim ve hayati\u00a0 milli vazifeyi elbet milletin menfaatlerine g\u00f6re g\u00fczel bir suretle neticelendirmekten \u00fc\u015fenmeyecekler ve acizlik g\u00f6stermeyeceklerdir.<\/p>\n<p>\u015e\u00fcphesiz K\u00fcrdler istikbalde -fakat halde de\u011fil- milli d\u00fc\u015fmanlar\u0131na kar\u015f\u0131 T\u00fcrk karde\u015flerinden g\u00f6rece\u011fi yard\u0131mlar\u0131 olacakt\u0131r. Tabii olarak; yard\u0131mla\u015fma kar\u015f\u0131l\u0131kl\u0131d\u0131r. Bununla beraber K\u00fcrd yine T\u00fcrk veliyi nimet, a\u011fa, bey tan\u0131yacakt\u0131r. \u00c7\u00fcnk\u00fc o manevi zahiresini daha \u00e7ok zaman t\u00fcrkten alacakt\u0131r. \u2026<\/p>\n<p>\u2026 Hakikat\u0131 halde K\u00fcrdl\u00fck i\u00e7in bir Ermeni derdi yoktur. Elverir ki hak ve adalet bayraklar\u0131n\u0131 ta\u015f\u0131yanlar, her millet gibi K\u00fcrdler hak\u0131nda da hakperestane ve insafl\u0131 bir muamelede bulunsunlar. \u2026<\/p>\n<p>\u2026. T\u00fcrk ve K\u00fcrd meselesinin; K\u00fcrd\u00fcn hakl\u0131 emellerine g\u00f6re \u00e7\u00f6z\u00fcm\u00fcnden sonra, T\u00fcrk zahiren zarar etmi\u015f gibi g\u00f6r\u00fcnde de hakikat\u0131 halde kazanacakt\u0131r. Alt\u0131y\u00fcz seneden beri milletlerin gaikleri aras\u0131nda ba\u015f\u0131n\u0131 ka\u015f\u0131maya vakit bulamayan T\u00fcrkler; kendi topraklar\u0131nda daha kuvvetli bir azim ve imanla \u00e7al\u0131\u015f\u0131rlarsa, yak\u0131n bir gelecekte ilerleyeceklerinde \u015f\u00fcphe edilmesin. K\u00fcrdler ise, zanolundu\u011fu gibi dinlerini ve milliyetlerini kaybetmezler. Tarih ile mazisi, tetkik ile hali mukayese olursa pek \u00e7abuk K\u00fcrd\u00fcn milli ve dini geleneklerinde bir de\u011fi\u015fiklik olmad\u0131\u011f\u0131na kanaat getirilir.<\/p>\n<p>Yaln\u0131z \u015funu s\u00f6yleyeyim ki; K\u00fcrd \u0131rk\u0131ndan olup K\u00fcrd diliyle konu\u015fan \u015feytanperest Yezidiler bile misyonerler taraf\u0131ndan sarfolunan \u00e7aba ve gayretlere ra\u011fmen \u201cH\u0131ristiyan\u0131z\u201d demediler.<\/p>\n<p>K\u00fcrd serbest kald\u0131k\u00e7a ve y\u00fckseldik\u00e7e dinini takviye eder, milliyetini daha esasl\u0131, daha kuvvetli vaki\u2019 bir surette \u00f6\u011frenir.
