K\u00fcrtlerin n\u00fcfus,k\u00fclt\u00fcrel,sosyal ve ya\u015famlar\u0131na dair bilgiler toplad\u0131lar. \u2018Yeni Cumhuriyet\u2019 asimilasyon politikas\u0131 i\u00e7in \u00f6nemli iki K\u00fcrt \u015fehrini \u00f6ncelikler aras\u0131na alm\u0131\u015ft\u0131; Bunlardan biri Dersim di\u011feri ise Bitlis\u2019tir.<\/p>\n<p>1914-1930 y\u0131llar\u0131 aras\u0131nda ger\u00e7ekle\u015fen K\u00fcrt \u0130syanlar\u0131, devleti iyice tedirgin etmi\u015f,isyanlara kar\u015f\u0131 askeri tedbirle beraber insani tedbirlerde al\u0131nmaya ba\u015flanm\u0131\u015ft\u0131. Bunun en bariz \u00f6rne\u011fi; Cumhuriyet d\u00f6nemi ba\u015flat\u0131lan asimilasyon politikalar\u0131d\u0131r. Bu politika ba\u011flam\u0131nda hedef olarak \u015fehirli olan K\u00fcrtler se\u00e7ilmi\u015fti. \u015eehirde ya\u015fayan K\u00fcrtler \u00fczerinden korkun\u00e7 bir psikolojik sava\u015f y\u00fcr\u00fct\u00fcld\u00fc. Bu psikojik harp 1900\u2019lerin ba\u015f\u0131nda ba\u015flayarak Cumhuriyet sonras\u0131 ise sistematik ve programl\u0131 bir \u015fekilde icra edilmi\u015ftir. \u015eehirli-K\u00f6yl\u00fc ayr\u0131m\u0131 \u00fczerinden ba\u015flat\u0131lan \u2018ayr\u0131\u015ft\u0131c\u0131\u2019 s\u00f6ylemler, \u015fehirliler taraf\u0131ndan kar\u015f\u0131l\u0131k bulmu\u015f ve k\u0131rsal da ya\u015fayan K\u00fcrtler \u00fczerinde ciddi bir tahakk\u00fcm arac\u0131 olmu\u015ftur. \u015eehir de asimilasyon politikas\u0131n\u0131n kar\u015f\u0131l\u0131k bulmas\u0131n\u0131n ba\u015fl\u0131ca sebebi; K\u00fcrt isyanlar\u0131n\u0131n bast\u0131r\u0131lmas\u0131,K\u00fcrt ayd\u0131nlar\u0131n\u0131n halk ile ba\u011flant\u0131lar\u0131n\u0131n kesilip s\u00fcrg\u00fcn edilmesi olarak g\u00f6rebiliriz. K\u00fcrtler 1920-1930 aras\u0131nda b\u00fcy\u00fck bir umutsuzlu\u011fa kap\u0131l\u0131p savrulmalar ya\u015fam\u0131\u015ft\u0131r.<\/p>\n<p>K\u00fcrtlere, T\u00fcrk\u00e7e\u2019nin \u2018modern\u2019 oldu\u011fu dayat\u0131l\u0131rken, kendi lisanlar\u0131n\u0131n \u2018kaba ve \u00e7a\u011f d\u0131\u015f\u0131\u2019 oldu\u011fu a\u015f\u0131lanm\u0131\u015ft\u0131r. Nitekim o d\u00f6nem ya\u015fayan \u2018canl\u0131 haf\u0131zalardan\u2019 dinledi\u011fimiz \u2018\u015fehir hayat\u0131\u2019 g\u00fcnl\u00fckleri bu tezimizi de do\u011fruluyor. K\u00f6yden \u015fehire giden K\u00fcrt \u00e7ocu\u011fu, T\u00fcrk\u00e7e\u2019yi \u015fehirde \u00f6\u011frendikten sonra k\u00f6yl\u00fclere \u2018Siz geri kalm\u0131\u015f cahillersiniz\u2019 demekten \u00e7ekinmezdi. \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn ba\u015f\u0131nda bulundu\u011fu asimilasyon ekini, binlerce misyonerle K\u00fcrt \u015fehirlerinden k\u00f6ylerine kadar gece g\u00fcnd\u00fcz faaliyet y\u00fcr\u00fctt\u00fcler. Dersim ve Bitlis\u2019te s\u0131k s\u0131k g\u00f6rd\u00fc\u011f\u00fcm\u00fcz \u2018Horasan\u2019dan geldik. Horasan T\u00fcrkleriyiz.\u2019 s\u00f6ylemi bu asimilasyon politikalar\u0131n\u0131n bir sonucu olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. \u0130ki \u015fehir ba\u011flam\u0131nda \u2018Horasan\u2019 meselesini ba\u015fka bir ara\u015ft\u0131rma konumuzda \u2018K\u00fcrt \u015fehirlerine G\u00f6\u00e7 ve Horasan Efsanesi\u2019 ba\u015fl\u0131kl\u0131 yaz\u0131mda detayl\u0131ca tarihsel bak\u0131\u015f ve belgeler \u0131\u015f\u0131\u011f\u0131nda de\u011finece\u011fim.<\/p>\n<p>Dersim \u00fczerinden Alevi-K\u00fcrtl\u00fc\u011f\u00fc, Bitlis \u00fczerinden Sunni-K\u00fcrtl\u00fc\u011f\u00fc tahakk\u00fcm alt\u0131nda tutmak ve T\u00fcrk\u00e7\u00fcl\u00fc\u011f\u00fc y\u00fckseltmek i\u00e7in \u0130smet \u0130n\u00f6n\u00fc taraf\u0131ndan 1925 tarihinden itibaren raporlar tutulmu\u015f, 1935\u2019de ise bu raporlar kapsam\u0131nda \u2018\u015eark Raporu \/ 21 A\u011fustos 1935\u2019 \u0130smet \u0130n\u00f6n\u00fc taraf\u0131ndan programl\u0131,profesyonel bir asimilasyon politikas\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015ft\u00fcr. \u00d6zellikle, asimilasyon konusunda g\u00f6revli ki\u015filer gezdikleri b\u00fct\u00fcn \u015fehir ve k\u00f6ylerde \u2018T\u00fcrkl\u00fc\u011fe\u2019 dair veriler toplam\u0131\u015f ve bu minvalde bulduklar\u0131 verileri b\u00fcy\u00fck bir heyecanla \u00fcstlerine bildirmi\u015flerdir. A\u015fa\u011f\u0131da vermi\u015f oldu\u011fum raporda da yer ald\u0131\u011f\u0131 gibi \u2018T\u00fcrk\u00e7\u00fcl\u00fck i\u00e7in umut \u0131\u015f\u0131\u011f\u0131\u2019 olan veriler yer almaktad\u0131r.<\/p>\n<p>Osmanl\u0131 Padi\u015fah\u0131 II.Mahmud\u2019un (1820-1830)\u00a0 \u2018K\u00fcrt Mirliklerini\u2019 ortadan kald\u0131rmas\u0131yla K\u00fcrt \u015fehirlerini merkezi Osmanl\u0131 Devleti sevk ve idare etmi\u015ftir. \u015eehirlere bu kapsamda bir \u00e7ok dev\u015firme y\u00f6netici-memur atamas\u0131 yap\u0131lm\u0131\u015ft\u0131r. Bu dev\u015firme Osmanl\u0131 y\u00f6neticileri K\u00fcrt \u015fehirlerine aileleriyle beraber gitmi\u015f ve ya\u015fam\u0131\u015ft\u0131r. \u00d6zellikle 1900\u2019lerin ba\u015f\u0131nda K\u00fcrt \u015fehirlerine yerle\u015fen memurlar\u0131n sosyal ya\u015fam\u0131 etkiledikleri zay\u0131f bir ihtimal de\u011fildir. K\u00fcrtler aras\u0131nda \u2018T\u00fcrk\u00e7\u00fcl\u00fc\u011fe\u2019 dair mar\u015f ve beyitlerin hem bu memurlar vas\u0131tas\u0131yla hemde K\u00fcrtlerin muhacirlik-sava\u015f s\u0131ras\u0131nda ya\u015fad\u0131klar\u0131 g\u00f6\u00e7 sebebiyle \u00f6\u011frendiklerini o d\u00f6nemlere tan\u0131k olmu\u015f b\u00fcy\u00fcklerimiz taraf\u0131ndan bizlere anlat\u0131l\u0131rd\u0131. Rapor da yer alan mar\u015fa benzer bir mar\u015f\u0131 annemin, baba annesinden duydu\u011fumu belirtmek isterim\u2026Peki hi\u00e7 \u2018T\u00fcrk\u2019 varl\u0131\u011f\u0131 Kurdistan co\u011frafyas\u0131nda yok mu? Elbette var, fakat bunlar eski ve yerle\u015fik ailelerdir. Yukar\u0131 da bahsetmi\u015f oldu\u011fum bir di\u011fer ara\u015ft\u0131rma konumda detayl\u0131ca anlataca\u011f\u0131m.<\/p>\n<p>\u015eimdi \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn alt\u0131n\u0131 \u00e7izdi\u011fi bir ka\u00e7 maddeye bak\u0131p raporu okuyal\u0131m. K\u00fcrt \u00e7ekim kuvvetine kar\u015f\u0131l\u0131k T\u00fcrk merkezleri olu\u015fturulmal\u0131d\u0131r.<\/strong><\/p>\n<p><strong>3- K\u00fcrtlerin etkisini azaltmak i\u00e7in Karadeniz\u2019den buraya muhacirler getirilmelidir. \u00d6rne\u011fin Van\u2019a yerle\u015ftirilen Karadenizli T\u00fcrklerden s\u00f6z ederek onlar\u0131n memnun edilmelerinin sa\u011flanmas\u0131n\u0131 ister. B\u00f6ylece di\u011fer muhacirlerin K\u00fcrt b\u00f6lgelerine gelmeleri kolayla\u015ft\u0131r\u0131lmal\u0131d\u0131r.<\/strong><\/p>\n<p><strong>4- Bitlis, Hizan ve Mutki aras\u0131nda suni olarak daima devlet kuvveti ile v\u00fccuda getirilmi\u015f bir T\u00fcrk Merkezidir. Bitlis olmasayd\u0131 bizim onu yaratmam\u0131z gerekecekti.<\/strong><\/p>\n<p><strong>\u0130smet \u0130n\u00f6n\u00fc \u2013 T\u00fcrkiye Cumhuriyeti Ba\u015fbakan\u0131 1930-35<\/strong><\/p>\n<p>\u2018T\u00fcrkocaklar\u0131 M\u00fcfetti\u015fi ve Mu\u015f Milletvekili Hasan Re\u015fit ile 1. Ve hi\u00e7 \u015f\u00fcphe yok ki uzun m\u00fcddet T\u00fcrk\u00e7e konu\u015fmu\u015flard\u0131r. \u00c7apak\u00e7ur\u2019da, Hozat\u2019ta, Ovac\u0131k\u2019ta,\u00c7emi\u015fgezek\u2019te hatta Palu\u2019da kar\u015f\u0131n\u0131za \u00e7\u0131kan \u015eafii ve Alevi her fert, yuvarlak kafas\u0131,geni\u015f aln\u0131,bas\u0131k y\u00fcz\u00fc ile g\u00f6zlerinin daima uzaklar\u0131n\u0131 arayan nazarlar\u0131 ile size sizden oldu\u011funu pek k\u0131sa bir zamanda telkin eder.Hele Zaza kad\u0131n\u0131, \u00e7ad\u0131r\u0131n\u0131n dire\u011fi dibinde yay\u0131n g\u00f6\u011fen T\u00fcrkmen kad\u0131n\u0131ndan hi\u00e7 farkl\u0131 de\u011fildir. Zaza kad\u0131n\u0131 \u2018K\u0131rman\u00e7\u2019 kad\u0131n\u0131 gibi erkekle\u015fmemi\u015ftir. Ka\u015flar\u0131 sahte bir vakar ile \u00e7at\u0131k de\u011fildir.T\u0131pk\u0131 seyyar T\u00fcrkler\u2019de oldu\u011fu gibi tec\u00fcmm\u00fcle meclup, ne\u015f\u2019eli ve \u015fendir. Evine \u00e7ok iyi bakar, bir dereceye kadar temizli\u011fi sever. Bu; iddiay\u0131 teyit i\u00e7in k\u00fcfi bir delilidir. Zazalar\u0131n \u0130ran\u2019dan geldi\u011fine m\u00fc\u015fahede tarikiyle h\u00fckmedilir. Kurunu vustada \u0130ran; T\u00fcrk a\u015firetlerinin, T\u00fcrkmenlerin olarak b\u00fct\u00fcn y\u00fcce Asya\u2019y\u0131 ihtiva ediyordu. Evelleri Roma\u2019ya sonralar\u0131 Sel\u00e7uklulara kar\u015f\u0131 bir \u00e7ok a\u015firetler y\u00fcce Asya\u2019n\u0131n, F\u0131rat ve Dicle nehirlerinin kollar\u0131 ile delik delik yar\u0131lm\u0131\u015f ovalar\u0131n\u0131n ve yekdire\u011fine arazi, vah\u015fi ge\u00e7itler ve bo\u011fazlar te\u015fkil eden da\u011fl\u0131klar\u0131na yerlemi\u015f idi. Tedafii ve askeri bir maksatla g\u00f6nderilen bu a\u015firetler, her m\u00fcstevli T\u00fcrk kabilesi gibi evvelce yurt kurdu\u011fu yerin mahalli lisan\u0131na birlikte getirdiler. \u0130lk dinleri elbetteki \u0130slam dini idi. Sonralar\u0131 istilan\u0131n tesiri ile evvel \u015eii Aliyullah\u0131 oldular. Yavuz Sultan Selim gazab\u0131 nerelere kadar vas\u0131l oldu ise oralarda Sunnilik, \u015eafii Arap misyonerleri eline iade edildi. Fakat Dersim, Ko\u00e7giri gibi, iri\u015fmek kabil olmayan meni da\u011f k\u00fcmelerinde Aliyy\u00fcllahilik baki kald\u0131. \u0130\u015fte k\u0131smen \u015eafii M\u00fcsl\u00fcman, k\u0131smen Aliyullah olarak ya\u015fayan Zazalar bu T\u00fcrklerdir.\u201dLenon Kahun\u201d Asya tarihine methal ismindeki kitab\u0131nda \u00c7inlile\u015fmi\u015f T\u00fcrklerden bahsetti\u011fi gibi \u0130ranl\u0131la\u015fm\u0131\u015f T\u00fcrklerden de s\u0131k s\u0131k malumat verir. Hindistan ve Orta Asya\u2019dan ba\u015flayarak y\u00fcce Asya\u2019y\u0131 da ihtiva eden Havaris me\u015fahiler bu c\u00fcmledendir. Cengiz Han\u2019\u0131n tarumar etti\u011fi bu \u015eii T\u00fcrk Devletinin son kahraman h\u00fck\u00fcmdar\u0131 baz\u0131 m\u00fcverrihlerin rivayetlerine nazaran bir ka\u00e7 defa at\u0131ld\u0131\u011f\u0131 \u2018Sent\u2019 nehirinde bo\u011fulmaktan kurtulmu\u015f ve son mukavemetlerini yapmak \u00fczere garptaki da\u011fl\u0131k araziye \u00e7ekilmi\u015f idi. Dersim\u2019in ge\u00e7ilmez ge\u00e7itlerinden birinde Bahtiyar u\u015faklar\u0131 denilen bir a\u015firet nezdinde Havarizmi Celalettin \u015ean\u2019\u0131n kendilerinden oldu\u011funu ve mezar\u0131n\u0131n Dersim m\u00fclnakat\u0131ndan Kermil nahiyesinin A\u011fuat k\u00f6y\u00fc civar\u0131nda bir tepe de bulundu\u011funu fahri gururla anlatt\u0131lar. \u015eimdi bu mezar meftas\u0131 \u2018Sultan Baba\u2019 nam\u0131 alt\u0131nda ve a\u015firetlerin hat\u0131ras\u0131nda ya\u015famaktad\u0131r.\u201d<\/p>\n<p><strong>\u0130K\u0130NC\u0130 B\u00d6L\u00dcM;<\/strong><\/p>\n<p>\u201dZazalar hakk\u0131ndaki tafsilat\u0131 m\u00fcfit k\u0131labilmek i\u00e7in onlar\u0131n evvala ikiye ay\u0131rmak, sonra tahlil eylemek daha faidal\u0131 olur. Zazalar iki k\u0131s\u0131md\u0131r; \u015eafii Zazalar, Aliyullah Zazalar.<\/p>\n<p>\u015eafii Zazalar; K\u0131rman\u00e7lardan tamam\u0131yla ayr\u0131d\u0131r. Faris\u00e7eyi and\u0131r\u0131r bir lisanla tekellim ederler. Zaza ismini M\u00fcsl\u00fcman ve \u015eafi olanlarada tahsis ve te\u015fmi\u015f etmi\u015flerdir. Ahlak ve kavaidine kar\u015f\u0131 laubali fakat din amelinde fevkalede mutaas\u0131pt\u0131rlar. Bir gusul, bir abdest ile epeyce korkun\u00e7 g\u00fcnahlardan kurtulduklar\u0131n\u0131 zannettikleri halde bila maazeret \u00fc\u00e7 vakit namaz\u0131n\u0131 kazaya b\u0131rakanlar\u0131 kafir addederler. Bu itibarla din amelinde laubali olan Hanefi T\u00fcrk, nazarlar\u0131nda kafirdir. Bu noktaya bilhassa nazar\u0131 dikkati celt etmek isterim, M\u00fcr\u015fitler, m\u00fcfsit saileri, muhataplar\u0131n\u0131n zihniyetlerini en dakik ve en gizli noktalar\u0131na kadar bilmek gerekir. Bilhassa k\u00f6yl\u00fc ve lunat(?) insanlar ile u\u011fra\u015f\u0131rken bu hususun ehemmiyeti fevkalede artar. \u015eeyh Said\u2019i kar \u00e7\u0131\u011f\u0131 gibi birden bire b\u00fcy\u00fcten insanlar bunlard\u0131r.<\/p>\n<p>Bug\u00fcnk\u00fc hakiki \u015eafiilerin bir zamanlar Dersimliler gibi \u015eii oldu\u011funa alttaki muhavere kafi bir delildir.
